Summary

The purpose of this memo is to present forth the problem of insecurity facing our city Oakland located in California. The memo will also highlight possible intervention measures that can be implemented to address the situation.

What the Problem is and why it needs to be investigated

California is also referred to as the Golden State. This is because the country is welcomes many tourists each year around 42 million. The country also has a high population of 39.5million people. Los Angeles houses the most spectacular landscapes in the country. However, the country is not entirely a Golden State. Most of the cities in the state face the challenge of high crime rates yearly. According to the Bureau Justice Statistics indicate that in every one resident of California in 224 is likely to experience violent crime. The violent crimes range from murder, robbery with violence, theft, assault, and rape.

My City of Oakland in California has been ranked the second most dangerous and insecure city after Emeryville. This city is located in Northern California on the southwestern part of Bay Area. The crime rate in the region is rampant and awful. One person in every 16 is at least exposed or experiences crime violence. People hardly walk alone in the night since they do not feel safe. The insecurity rates in the region create tension and fear among the residents. Property crimes in the area are also vicious. Such include burglary, thefts, and car theft. Residents are forced to regularly monitor their property to avoid of high crime rates.

Crime in this area has continued to be a serious problem. It has tampered with the reputation of the citizens. These crimes are also attributed by the presence of understaffed police officials and being surrounded by other dangerous cities. A solution to these problems is the development of strategies that will ensure maximum safety of the residents. The city planning department should install enough street lights, motion sensors, and cameras on the streets. The police department should also increase their patrol police staff in the locality. Gunshot detection systems and license plate readers should also be installed around the city to allow for faster investigation of crime suspects.

What Secondary Research I have conducted about the Problem

I have conducted various secondary researches about the issue on insecurity in Oakland. I have done an intensive internet research about the many cases of insecurities that have been reported. I have also purchased and read newspaper articles and magazines that highlight the distress and outcry of the residents in the city. I also gathered information from the statistics provided by the Bureau of Justice.

What Primary Research I will conduct about the Problem

Due to the regulations set to control and avoid the spread of COVID-19 pandemic, it will be difficult conducting a primary research. There are restrictions on movement and compliance with physical distancing policies. Therefore, actual meetings and interviews with the affected persons, the community, and other stakeholders would be a great challenge. Therefore, I will resort to other alternative means of conducting primary research. I will contact eligible participants for the research through emails, text messages or through phone calls. Also, I will conduct some of the interviews through zoom. I will issue out questionnaires to the participants through emails and social media platforms.

The primary research will mainly include the various types of crimes happening in the region of Oakland. The participants will give their views about the intensity of the crime rates in the area and their general thoughts about it. Also, I will inquire about the impacts the crimes have on the community, the causes, and the possible solutions they think would work to address the issue.

Why we will benefit from my Research and Recommendations

This research will provide informative and evidence-based information about the issue of insecurity in Oakland. This research will highlight in detail the causes and impacts of the problem in the community. This research will prove useful to the authorities and the community in general since it will provide alternative measures to the address the situation. The recommendations if implemented will prove useful to identify to perpetrators of crime thus been held responsible for their unlawful actions. Also, the installation of street lights in the community will increase the confidence of people when walking at night and also their safety. Increasing the number of patrol police officials in the night will ensure maximum security is provided to those in the streets at night. The police force will generate a sense of security among the resident.

Conclusion

This memo is a request to conduct a research on the issue of insecurity facing Oakland city in California. The research will describe in detail the issue and alternative measures to address insecurities.
