Caveat Using Horizontal Charts
- There are many ways to graphically depict the NIMS. Traditional NIIMS ICS organizational charts tend to show the vertical growth of the organization as an incident builds on itself retaining specific command and control relationships. With NIMS, the challenge was to retain that hierarchal structure within the tactical incident management, while showing the various levels of local, state, and federal governments without inferring that one government is subordinate to another. In this diagram, as in the diagrams throughout this document, tactical command and control is shown vertically while inter-governmental coordination is displayed horizontally.

In describing the NIMS, the same convention was followed, building from the local incident up through the supporting organizations. This depiction will ensure consistency between those familiar with NIIMS and the information presented in this document. The relationships between each succeeding level of government, local through federal, is not meant to infer a hierarchal relationship. The state and federal organizations support the incident and unified commands. In this diagram, as in the diagrams throughout this document, tactical command and control is shown to reside at the incident level, while inter-governmental coordination provides support to the incident.
