Slide 1: Introductory Slide -Include all your group member’s names, the date of the presentation, include the topic of the bill, the bill code, and authors.

Slide 2 and 3: Discuss the Background of the Bill- Worth 10 points.

Discuss the background of this policy both on the federal level and state level. Give an in depth discussion of the history of this issue both on the federal and state level. For instance if you are researching a bill about letting college students carry concealed handguns on campus, discuss the background and history of gun rights in the U.S. and the history of federal policies. Also discuss the issue on the state level, discuss the history of past policies in Texas. Discuss specific laws that have already passed.

a.) Discuss the Authors of the Bill-The legislator(s) who files a bill and guides it through the legislative process. Discuss the Sponsors -The legislator(s) who guides the bill through the legislative process after the bill has passed the originating chamber. The sponsor must be a member of the opposite chamber of the one in which the bill was filed. Name these people specifically in your paper.

c.) Discuss the backgrounds of the authors and sponsors-What district do they represent? Are they conservative or liberal in ideology? Moderate? Which political party are they from? What types of legislation are they known for introducing? What type of committees do they serve? Have they introduced a bill like this before?

d.) Discuss what prompted the author to introduce the bill. (In other words what influenced the legislature to introduce this issue?)

Slide 4 and 5: Components of the Bill- Worth 20 points

a.) Discuss the components of the bill addressing what the bill is designed to do. Discuss the specifics of what the bill is proposing. Please note: You must be able to explain the details of the bill not just a summary.

b.) Discuss how the bill will be funded, meaning where is the money going to come from to support this bill. Discuss if the state budget will be impacted by this bill. To find information about how this bill will be funded, go to the Texas Legislature Website and find the bill’s “Fiscal Note”-which is an attachment that every bill has. The fiscal note describes if the bill will have an impact on the state budget.

c.) Discuss supporters/opposition to this bill. You must find at least one interest group that supports your bill and one interest group that does not support your bill. You must mention the specific names of the interest groups and why they support or oppose your bill in your PowerPoint.

Slide 6 and 7: State Comparison- 20 points

This slide of your PowerPoint is a compare and contrast section. Create a compare/contrast chart or graph to compare another state that has passed a similar bill. In the chart or graph include the following:

a.) Authors and sponsors of the other state’s bill

b.) Date it was it passed.

c.) Public Support for the bill in the other state. What type of supporters/opponents did the bill have? Discuss any interest groups or organizations in that state that supported and opposed the bill and why.

d.) Discuss how the other states’ bill is both similar and different from the bill proposed in Texas. Discuss in depth similarities and differences.

e.) From your group’s point of view, explain if you think the bill has had a positive or negative impact in that particular state and why.

Slide 8 and 9: Journey of the Bill Through the Legislative Process-20 points

Your group should discuss the journey of your bill through each step of the legislative process. If the bill passed, discuss each step until its passing. You may show a chart or simply list the different steps. If your bill did not pass, explain each step until the bill dies. Be sure to emphasize what stage the bill died.

Here is an outline to help you:

a.) Discuss the date the bill was filed and the name of the author. Also discuss which chamber of the legislature it was first introduced (The House or the Senate?)

b.) Discuss the name of standing committee in the House of Representatives the bill was referred and the number of votes it took to pass the committee.

c.) Discuss the name of the standing committee in the Senate the bill was referred and the number of votes it took to pass the committee.

d.) OR if the bill died in one of the chambers, discuss what standing committee the bill died in. If the bill passed one chamber but did not pass the other, discuss what stage or committee the bill died in.

e.) If the bill got “stuck” in a standing committee being reviewed, explain which type of standing committee it was stuck in (Either the House or Senate).

f.) If the bill passed all committees in both chambers (Remember a bill must pass both chambers to become law) discuss the number of final votes in the House and Senate that passed the bill.) Explanation: I want to know how many votes there were against the bill and how many votes were in support of bill in each chamber. Give me the actual number of “Yeas” and “Nays.”

g.) If the bill went to the governor to sign, discuss the date the Governor signed the bill.

h.) If the bill was signed and passed by the governor, discuss the date the bill goes into effect.

Slide 10 and 11: Group Analysis and Plan of Action- 20 points

a.) Your group should draw a final conclusion on the bill. Discuss in the PowerPoint specifically how you think this bill will impact Texans. For instance if the bill is about the Bathroom Bill, describe what you think the impact will be.

b.) TAKE A POSITION AS A GROUP- mention in the PowerPoint your group’s position on the bill. Specifically explain whether or not you support or do not support the passing of the bill and why. If your bill did not pass, explain whether or not you think it should have passed or not and why. You must have reasons to support your position. Simply saying you are for without reasons with result in a loss of points.

c.) PLAN OF ACTION: Your group should make some recommendations to lawmakers regarding the bill. Think about future implications of the bill

What do you think should be changed or improved about this bill? Explain at least 3 changes or recommendations.

Slide 12 : Work Cited Page- 10 points (Last Slide of the PowerPoint)

Your group should have 10 scholarly sources in MLA Format which include scholarly books, academic journals, the interview, etc. Half of these sources you should have found already after completing the Annotated Bibliography assignment.

a.) Be sure to include the Texas Legislature Website on the Work Cited page. I know you used it, I will deduct points if it is not listed.

b.) Be sure to include the interview as a source, it should be listed as a source in MLA format. I will deduct points if it is not listed on the Work Cited Page.

c.) Please do not use Wikipedia as a source, I will automatically deduct 5 points on your Work Cited Page. It is not a scholarly source!
