You will need to carry out a detailed assessment and design of ONE of the following types of infrastructure needed to support the delivery of the new settlement: transport (choose one of the following: roads, cycle/pedestrian provision, rail, public transport, marina, or new bridge), energy, water and drainage, telecommunications and utilities, community infrastructure or green infrastructure.
For this exercise, housing is NOT being classed as infrastructure.
Various options should be identified and explored and a preferred strategy identified.
The reasons behind your choices should be explained.
Consider the phasing / timescales, costs and deliverability, and the achievement of a truly sustainable new settlement that will take forward the vision of the project’s promoter.
The risks and possible barriers to the implementation of your chosen infrastructure focus should be identified (drawing on academic and other literature and examples) and you should consider how these could be anticipated, addressed and overcome.
Address how the project could be monitored and reviewed, and lessons identified for the future.
Planning students and civil engineering students will be given a number of specific issues to address in the report.
Planning students:
• Use in your report Janice Morphet’s book - Infrastructure Delivery Planning, Policy Press, Bristol (2016).
• Explain the difference between Section 106 payments and CIL.
• Work out (using North Somerset’s CIL charging schedule) how much CIL your proposed development would raise.
• What would you use the Section 106 / CIL income for?
• Reflect on implementation theory and practice, using the implementation chapter of Nigel Taylor’s book - Urban Planning Theory Since 1945, SAGE Publications Ltd (2006).
Reflection
The report must conclude with a short reflective section which looks at how well you worked in your group and what lessons you have learned from carrying out this task – and HOW (use some learning theory, e.g. Kolb’s learning cycle).
Log
You should produce (as an appendix to the report) a log showing how you have worked on this project, both as an individual and as part of your group.

Use footnotes (1) and give the full reference, using the Harvard system (2), at the END of your report – not at the bottom of each page (as you might do for a footnote).

Front cover picture:
The Pont Jacques Chaban-Delmas, spanning the River Garonne in Bordeaux, was opened in March 2013. The central lift span is 117m long and can be lifted vertically up to 53m to let tall ships pass underneath. The bridge is 575m long with the central lift span weighing around 2,600 tonnes. With a length of 110m for the lift span it is probably the longest vertical-lift span in Europe. Its width varies from 32 to 45m and it is used by cars, trams, cyclists and pedestrians. It can handle 43,000 vehicles a day and it aims to reduce traffic congestion in Bordeaux and to help regenerate the city. President Hollande inaugurated the €160 million bridge which connects the Bastide district near the city’s wharves with Bacalan. He named it after the late Jacques Chaban-Delmas, who was mayor of Bordeaux for 48 years.

1) Welcome!
Hello and welcome to this year’s Design & Implementation Module.
The staff who will be delivering the module this year are as follows:
Dave Johnson (Module Leader) - Room 3Q40
Dave has been a full-time lecturer at UWE since September 2006, and was previously a visiting lecturer for many years. His teaching and research interests focus mainly on planning policy and implementation, heritage and conservation, governance and links with planning practice. Dave has previously worked for English Heritage as a policy officer in the south west regional office; for Future West – a partnership organisation promoting sustainable development in the West of England – as a development manager; for Southampton City Council as an economic development officer; and for the National Union of Students as a regional officer. Dave was a councillor for ten years, serving on Bristol City Council and before that on Avon County Council, where he was heavily involved in planning and transport matters. He is currently a parish councillor in Long Ashton. Originally from Ynysybwl in South Wales, Dave is a keen Bristol City supporter!
John Savage – Room 3Q14C
John is a senior lecturer in civil engineering and construction related subjects. He is responsible for the Certificate of Traffic Engineering programme together with module leader responsibility for the geotechnical specialism. He is also involved with outreach projects and in partnerships with industry and further education. John previously worked as civil engineer with experience in design and analysis as well as site experience. This experience has been gained on a wide range of projects including concrete and embankment dams, reinforced concrete structures, underground works, geotechnical structures and water resources, and also includes extensive use of various computer applications. John’s areas of expertise include civil and environmental engineering, geotechnical engineering, sustainable development and the design and technical coordination of small-scale developments.
Ben Clarke
We will also be joined for some of the module by Dr Ben Clarke, who is a researcher in the Centre for Transport & Society with a background in transport planning practice. Ben’s area of expertise includes transport planning, travel behaviour change, transport modelling, traffic engineering and mixed methods approaches to research.
2) An introduction to the module
The module is designed to encourage inter-professional working, in this case between civil engineering and town planning students. Civil engineers and planners will both find themselves involved with issues and projects that relate to the provision of infrastructure. The module will therefore focus on infrastructure – and its planning, development and implementation.
The teaching sessions will provide an insight into the various stages of the design and implementation process and the various factors that influence the effective planning and delivery of infrastructure. We will also examine how to anticipate and overcome the many barriers that inevitably arise in the planning and delivery of infrastructure projects and the key skills that professionals need to work effectively within this challenging but interesting and rewarding area of practice.
Full details of the module’s learning outcomes, syllabus and other requirements are set out in the module specification, and some of the key points from this document are outlined below.
Aims and learning outcomes
At the end of this module you should be able to:
· Understand the process of planning, designing (developing) and delivering (implementing) infrastructure.
· Understand the roles and responsibilities of the range of professionals and regulatory bodies involved in the process.
· Interpret and respond effectively to a brief, both as an individual and as part of a team.
· Be able to develop creative ideas and solutions and understand how to address and overcome barriers to the successful implementation of policies and projects.
· Critically reflect on the relationship between planning and design and the implementation of infrastructure projects.
Teaching and learning methods
The module will use a mixture of lectures, class discussions, site visits, group working and project working to develop your understanding of the subject matter. The sessions are intended to be interactive and will rely on your active participation.
Lectures will provide an introduction to the content only. It is not sufficient to rely on lecture notes. It will be up to you to undertake the necessary reading and research in order to understand the ideas presented more fully. You are expected to demonstrate this understanding and the further reading in discussions in class and in the assessed work.
Please get to know and use the module web site well (available through Blackboard). It’s a good idea to check it regularly for notices, etc. We will also make a number of resources available on the site, such as lecture presentations and other materials to help you complete the assessments.
The importance of good team working and commitment
The module will involve a considerable degree of working in groups / teams. Good team working, inter-professional co-operation and project management skills are all going to be essential requirements for you once you are working in practice. This is why we have built this way of working into the operation of this module.
The module runs over 12 weeks. Groups will be required to work on a group task – the design and delivery of a sustainable new settlement – and to give an assessed presentation on the 23rd October, 2017. You will therefore need to quickly establish effective groups that meet regularly and to which ALL group members must participate in as fully as possible. Module tutors will both monitor and support your work in your groups. At the end of the semester you will be required to revisit your group’s proposed design of the new settlement and revise it based on your individual research and allocated specialism. You then have to submit a project report) in January. This is a very tight timescale and requires good project and time management skills to be developed and used.
Previous experience has shown that effective engagement throughout the whole module is essential to achieving a pass (and a good mark!) so do turn up to all sessions and take an active part in all aspects of the module – and enjoy the learning process!
3) Assessment
There are two elements to the assessment for this module –a group presentation and an individual report. The weighting is as follows:
(A) Group presentation: 40% of the total marks (the presentation will take place on Monday 23rd October, 2017).
(B) Individual report: 60% of the total marks (hand in on the 11th January, 2018).
The Report (Individual task)
You are required to produce a 4,000 word report entitled: Chapel Pill, a new sustainable settlement; its infrastructure needs and delivery.
The report must be an individual piece of work and must be 4,000 words in length. (The ONLY appendix should be the log showing your individual and group work). The report must be printed out and handed in (it is NOT a Blackboard submission) and should contain the following:
· A brief overview of the overall context, stakeholders, planning, infrastructure and other relevant policies that would need to be taken into account to deliver a new sustainable settlement within the identified site.
· A well considered outline design for a sustainable new settlement, showing broad land uses, transport links and other key infrastructure provision, also with an A3 sized plan of your new settlement.
· A more detailed explanation of the infrastructure requirements of the new settlement, based on its planned total population. There should be a focus on identifying the needs of the new settlement itself and how it can be connected to and integrated into the surrounding area, and particularly with the urban area of Bristol itself. This should include an assessment of the likely transport, energy, water and drainage, telecommunications, utilities, community and green infrastructure needed to support the sustainable development of the new settlement.
· You will need to carry out a detailed assessment and design of ONE of the following types of infrastructure needed to support the delivery of the new settlement: transport (choose one of the following: roads, cycle/pedestrian provision, rail/ new station, other public transport, or new bridge), energy, water and drainage, telecommunications and utilities, community infrastructure or green infrastructure. The reasons behind your choices should be explained, particularly focussing on phasing / timescales, costs and deliverability, and the achievement of a truly sustainable new settlement that will take forward the vision of the project’s promoter.

· As part of the drawing up of the outline design each student will contribute their ideas for the overall development of the new settlement and will also contribute ideas based on their selected specialism. Before the end of the semester each group should have finalised their outline design, also ensuring that each group member’s specialism fits into the design as a whole.
· Planning students and civil engineering students will be given a number of specific issues to address in the report. These will be given out later in the module.
· The report must conclude with a short reflective section which looks at how well you worked in your group and what lessons you have learned from carrying out this task. You should produce (as an appendix to the report) a log showing how you have worked on this project, both as an individual and as part of your group.
The report must be an individual piece of work, except for the section on the outline design for the new settlement, where you can use the work you have carried out in groups.
It will be marked using the usual UWE criteria, and the marks will be distributed as follows:
a) The design for the new settlement and A3 masterplan – 25% of the marks.
b) The overall infrastructure needs of the town, and the detailed exploration of your chosen infrastructure example – 60% of the marks.
c) Reflection and log showing your individual and group work – 15% of the marks.
Submitted work must be of professional workplace quality. Good quality written expression and presentation is essential. Your report should be typed with an appropriate format. It should be free of spelling mistakes and grammatical errors. Good quality and appropriate illustrations should be used, along with an attractive and well presented front cover. Do not copy information from publications and web-sites – use existing information to develop your ideas and put all policies and other information obtained from such publications in your own words, and reference where appropriate. Please note that the report has to be printed out and handed in – it is NOT a Blackboard submission.
Further help and support will be given throughout the module, particularly the lectures and workshop style sessions.
(B) The group presentation
You will be allocated to a group during session 2 of the module. You will then work as a part of this group for the remainder of the module. The main task of the group will be to draw up the overall outline design for a new settlement to be located at Chapel Pill.
All groups (and group members) will have to present their outline design on Monday 23rd October, 2017. The presentation will be assessed – each group member must speak, and the group as a whole will have 15 minutes to make their presentation. There is no need for a PowerPoint presentation – your group should talk to TWO A2 sized posters: the first showing the analysis of the site (including key stakeholders) and the second showing your design. How you wish to structure the presentation is up to your group, but the presentation as a whole should explain your thinking behind the design of the new settlement, and in particular you must demonstrate how it is going to be a sustainable new settlement.
You should also briefly identify some of the initial implementation issues that may affect the delivery of the new settlement.
The group will be given an overall mark, but this may be varied on an individual basis according to the level of engagement that is evident in the group working and the planning and delivery of the presentation as a whole. Presentations will be assessed on the clarity of purpose demonstrated, the structure and content of the presentation, the clarity and content of the A2 poster, the quality of delivery, the level of interaction with the audience, responses to questions and team integration.

The relationship between policy and action:
Dorey, P. (2014) Policy Making in Britain, SAGE Publications Ltd, London – a very useful exploration of the policy making process and how government works. Chapter 7 is about the implementation of public policy, and is essential reading for this module. It raises the notion of “perfect” implementation, which is a key theoretical concept underpinning the module, and which you need to relate to the implementation of infrastructure and development.
Hill, M. (2005) The Public Policy Process, Pearson Education Ltd, Harlow - a more theoretical exploration of the policy making process by an author who has focussed on implementation for many years. Chapter 9 is about implementation and Chapter 12 looks at the process from the “bottom up” – both chapters provide useful reading for this module.
Barrett, S. and Fudge, C. (1981) Policy and Action, Methuen & Co. Ltd, London – a key text, though dated, that explains the importance of the relationship between policy and action. Parts One and Three are the most relevant for this module.
Planning implementation:
Taylor, N. (2006) Urban Planning Theory Since 1945, SAGE Publications Ltd, London – unlike a number of the references above, which look at policy and implementation across government as a whole, this book is concerned specifically with town and country planning. Chapter 7 looks at rational planning and implementation and is a key text for this module.
Greed, C. Ed. (1996) Implementing Town Planning, Longman Ltd, Harlow – a bit dated but a good overview and various chapters and case studies cover different aspects of planning implementation.

Groups share progress on the detailed development of infrastructure proposals and ensure they are properly co-ordinated within the plan for the new settlement as a whole.

There may be some changes to the programme as we go along – and we hope to have some external speakers as well - we will keep you posted of any changes.
We will also try to arrange a visit to a new development area sometime in November – details to be finalised and will be confirmed as soon as we can.
The hand in date for your coursework / project report is the 11th January 2018.

The Design and Implementation Project
Chapel Pill, Bristol - a new sustainable settlement; its infrastructure needs and delivery.
Project Brief
For the purposes of this coursework, the following scenario has been created. A number of local environmental groups with an interest in promoting renewable energy and sustainable development have joined forces with a large and progressive housing developer based in Bristol to seek to create a new and exemplar sustainable new settlement to the west of Bristol. A company has been set up to take forward this idea - known as Eco-Avon Ltd . You have been commissioned by the company to:
(a) explore and summarise the existing planning and infrastructure policy context
(b) produce an initial / outline design for the new settlement
(c) identify the necessary infrastructure requirements to support the settlement
(d) explore the issues around the delivery of the development and associated key infrastructure projects.
Eco-Avon Ltd plan to develop a new community of up to 3,000 homes, including new employment opportunities and attractive amenities all built to very high standards of sustainability. It is envisaged that the development will be built gradually, allowing time for the inhabitants to become a real community and to integrate with surrounding communities and Bristol as a whole. It is envisaged that the development will be completed in 20 years time; that is by 2036.
Eco-Avon Ltd has identified a location for the proposed new settlement, to the north west of Bristol, located along the west bank of the River Avon, south of Ham Green and north of Abbots Leigh. The site is bounded to the west by the A369 and to the east by the River Avon as it flows around Horse Shoe Point. On the opposite side of the River Avon to the north is Shirehampton and to the east is Sea Mills. The River Avon forms the administrative boundary between North Somerset to the west and Bristol to the east. This site is shown on the map overleaf.
Eco-Avon Ltd have ambitious ideas for the site. In order to help convince the planning authorities and other key stakeholders of the desirability of the development all housing will be built to high environmental standards, public transport and other alternatives to the car will be promoted and sustainable employment will be encouraged to locate to the area. Important existing green spaces will be incorporated into the design, along with new green infrastructure. Green energy and zero waste will be promoted throughout the life time of the project / development. A new crossing for pedestrians and cyclists over the River Avon is envisaged, along with a new ferry stop on the river and a new marina / harbour inlet.
Eco-Avon Ltd has secured a number of options on the majority of the land – they will obviously need planning permission before the development can go ahead. The company are hoping that the work you will undertake will help to convince the planning authorities working on the West of England Joint Spatial Plan (JSP) to include this site as a location for new development over the plan period (to 2036).
An Issues and Options Report was produced by the four West of England councils for consultation in November 2015. The Chapel Pill site was included in this report as a possible other settlement / location for new development (identified on the options map as Pill). In the autumn and winter of this year the four West of England councils will publish the West of England Joint Spatial Plan Publication Document for a further round of consultation. The JSP Publication Document, together with the Consultation Responses will be submitted to the Secretary of State in March 2018. Eco-Avon need to be part of this process – hence the need for speedy progress!
You are required to produce a 4,000 word report for Eco-Avon Ltd setting out your findings, and to give a group presentation on this task to their Board of Directors in October, 2017.

Fears for Portishead rail line as it triples in cost The cost of reintroducing passenger trains to Portishead has nearly tripled - raising
fears the scheme may not go ahead. It was originally estimated the line would cost
£58 million to complete, but bosses now admit it could be as high as £175 million.
They say that transforming the line from freight-only to a 50 mile an hour service is
challenging.

Consultation on reopening the Portishead branch line
From 23 October to 4 December 2017 we are consulting with the local community,
land/property owners, statutory bodies, government agencies, local interest groups
and wider stakeholders on our plans to reopen the Portishead branch line and
reintroduce passenger train services, as part of MetroWest Phase 1.
Reopening the Portishead branch line requires development consent from the
Secretary of State through a Development Consent Order (DCO).
