The target population of the assessment is the homeless children who live in the streets of Philadelphia. As a result of living in the streets, many children are neglected by their parents, and some are left as orphans. They have poor health and limited or no access to health care and healthy food. They are also emotionally disturbed. They are also exposed to rapes and child trafficking. Consequently, their school performance is poor and some dropout. Most children become drug traffickers and users to cater to their needs.
According to Emergency Housing data, more than 800 children are homeless every night. In 2017, out of the 26,273 homeless children in Pennsylvania, 5,764 were from Philadelphia. The poverty level is at 25.5%, and it highly contributes to the homelessness. Project HOME, an outreach project, has worked to reduce the number of homeless children by collecting them from the streets to offer them shelter. Additionally, public schools are hiring more social workers to identify homeless children, and this will reduce the number. Cutuli (2018).
