Why institutions might be reluctant to move their IT to the cloud

Moving IT to the cloud means replacing internal hardware with access to own private servers, which is cost based on your needs and the level of use (Bowen, 2011). Institutions such as education, medicine, and military might be reluctant to move their information technology to the cloud due to several valid reasons discussed below.
i) Losing control
Prominent institutions such as education, medicine, and military are nervous losing control of their infrastructure to people or bodies they don't know. They fear to hand over responsibilities for their support to unknown people (Ali, 2015). They are not comfortable handing over control to the third party as they might not be sure about what to do when a network issue arises or when a drive fails.
ii) Security reasons
Security is the biggest concern for big institutions such as the military, and they would want to secure their information to the best of their knowledge not to be accessed by their enemies or other parties with conflicts of interests (Ali, 2015). They would prefer ensuring their data where security patches are up to date, and they have confidence. This big institution understands that no system is perfect but needs to be convinced that cloud providers have adequately trained staff to deal will day to day security issues.
iii) Data protection
There is a close connection between data protection and security, and large institutions are highly concerned about data protection. Government and standard audit bodies such as ISO-9001 has set out strict data protection requirements on sensitive institutions like education.
iv) Performance and uptime
Institutions get worried about this feature of cloud computing when the system is down or slow, and it can affect the institutions a great deal (Ali, 2015). Cloud companies must optimize their networks for better performance and security. An industry like that of medicine requires high performing and a secure system as, during times of low system, they might lose customers.
v) Worries of using one service provider
In many cases, cooperates would not wish to be bound into one provider as they would like to switch providers as they seek better services or when security, uptime, and performance becomes an issue of concern.
