The EVM Body of Knowledge In Module One, you were introduced to integrated cost and schedule control, and specically to earned

value management (EVM). We covered the origins of EVM and began to see how and why this approach has

become so popular. Now that we have built the business case for EVM, Module Two is going to provide an

overview of the EVM body of knowledge.

As we saw in Module One, EVM is a simple concept, even if some of the execution can be a little complex.

However, to reinforce the simple yet powerful nature of EVM, this module describes some of the primary

tenets of EVM. These tenets include noting the importance of a single management control system with

which to assess project performance, recognizing the “triple constraint” relationship between work scope,

schedule, and budget, establishing and utilizing relevant performance indices, and employing management

approaches aimed toward focusing attention only on critical performance exceptions. If an individual can

fully understand and employ these fundamental concepts, then he or she can be noted as an expert on EVM.

As alluded to above, EVM is as much a system for management as it is an approach or methodology. Indeed,

EVM comprises a system of parameters, indices, statistics, and practices that, in aggregate, are utilized to

ensure integrated project control. This “system” can be described in terms of what both government and

industry have adopted as the 32 EVM system criteria. Emphasis should be placed on the fact that both

government and industry recognize these criteria by way of codied documentation; indeed, EVM is not

something that is seen as just a requirement to participate in government contracts, but instead something

that is seen as a best practice across the project management community. This module’s discussion revolves

around these 32 criteria. It is not only important that you read and understand each criterion, but it is also

important that you see how these criteria complement one another to comprise EVM as a body of

knowledge and practices.

While this module provides an overview of the EVM body of knowledge, Module Three will begin to look at

how EVM is incorporated throughout the typical project management functions. There, we will discuss

implications of EVM with regard to scoping, scheduling, and planning functions. With that in mind, be sure to

think about how the EVM principles discussed this module might drive additional consideration to those

project management functions discussed here and later in this course.
