Project Scope, Plan, and Scheduling In Module Two, you were provided with a high-level overview of the EVM body of knowledge, including the
32 criteria of any EVM system. Now that you have an overarching understanding of EVM, we will start our
discussion of speci�c implications for normal project management functions. In this module, we will
speci�cally focus on scoping, planning, and scheduling functions.
The PMBOK tells us that project scope management “includes the processes required to ensure that the
project includes all the work required, and only the work required, to complete the project successfully”
(Project Management Institute, p. 129). This includes speci�cally de�ning what is and what is not going to be
included in the project. Although scoping will still need to be done, when considering the use of an EVM
system, are there additional steps required (or not required) that will affect whether or not one can
effectively employ EVM? This question will be addressed as part of our discussion and readings in this
module.
In addition to scoping, what else needs to be considered during other planning and scheduling functions to
ensure that EVM can be followed? For instance, EVM requires the use of a number of data points in order to
properly employ the principles of the system. We need to plan not only what data need to be collected, but
also mechanisms for collection. Indeed, just as we need to plan the project, we need to plan for EVM. The
same can be said for scheduling. Not only do we need to determine where to gather data, but when. Do our
milestones align with our data collection schedules? It would be dif�cult to calculate EVM variances and
other important measures if we were not able to collect reliable data at speci�c, critical times during the
project. Again, we will address planning and scheduling issues in terms of EVM in this module’s discussion.
The �rst milestone is due in this module. You will be asked to de�ne basic elements needed to calculate EVM
measures. You will also analyze project documentation to determine what data are available to use in your
analysis. This milestone matches well with the ideas discussed in this module. You will surely gain an
appreciation for the need to create a viable plan for when, where, and how data will be gathered throughout
a project in order to effectively implement EVM.
In Module Four, we will begin our discussion of resource estimation, which includes learning about control
action plans (CAPs). This discussion will build directly from what you learn here in Module Three in that,
once the project is properly planned but not yet executed, control plans must be in place to ensure proper
allocation of overall budget. The bottom-up planning required for these CAPs will again show the
differentiation between EVM and other methods of project management.
