The water crisis in Flint resulted from failures in federal, state, and local policies. How should a checks- and-balances system be structured to better safeguard the health of a community when emergency management laws are enacted?

Four phases of the Flint Water Crisis: Evidence from blood lead levels in children

Multiplying 10,000 children 6 years of age (as per Census Bureau data) by the baseline risk of a child presenting with a BLL ≥ 5 μg/dL of 4.01 per 100, we derive the pre-switch period count of children with elevated blood lead.

To estimate the count of additional children harmed by the switch in water supply, researchers leverage the exponentiated difference-in-differences coefficient from Eq. (2) and multiply by the baseline count of children with elevated blood lead (Zahran et al., 2017)
