Students will be required to complete a short essay between four (4) and five (5) pages excluding the cover page and reference. The essays should be double-spaced in 12-point Times New Roman with standard one-inch margins. Your essay should include a cover page, an introductory paragraph clearly articulating your argument, your actual argument with examples (3-4 paragraphs), and a concluding paragraph that summarizes the points made in the prior sections of the paper. All references should be cited according to the American Psychology Association ( APA) style (7th edition) in author-date format with a separate reference section located at the end of the essay. It is recommended that you consult the citation guides provided here. Links to an external site. Essay questions will be distributed in Week 11 (10/31/2022) and students will be required to submit their final answers three (3) weeks later in Week 13 (by 11:59 pm on 11/18/2022). The essay will count as 20% of your final grade. A grading rubric will be provided. The essays are due at the beginning of class on their prescribed due date. Late essays will be accepted for up to five calendar days after the original due date. A penalty of 5% will be applied for each day that the assignment is due within the three 3 calendar day window. Any essay submitted after three calendar days will be subjected to an additional penalty of 10% for each additional day through five calendar days.
The essay question:
· The coronavirus pandemic presents a deep impact on all societies. To mitigate the spread of the virus, governments have enacted policies and regulations. Value trade-offs are present in any decision that pose unprecedented challenges for governance. For instance, policymakers need to strike a balance between health and safety and economic development, individual freedom and collective interest, transparency and privacy, efficiency and equity, and so on so forth. How do you think this pandemic affects public value governance? And more important, how do the competing values in this pandemic have an impact on Public Administration?
