1. The BAS should expand into this country bringing with it, experience and ethical practices which it has been associated with. Through this strategy, the company will be able to meet the expectations of its clients who had already taken up measures to adopt children from Romania before the new government came up with international adoption rules and regulations. BAS in line with its ethical practice should inform, the clients of the new development and what they are going to achieve by adopting children from the Soviet state. “Chapter 4” By informing the clients of the change in operations, it will be adhering to its ethical standard of practice in line with its business level strategy.

2. BAS should partner up with the entrepreneur who has established adoption operations in the Soviet country. While BAS brings along a reputation of ethical practices and experience, the entrepreneur they are going to partner with will also offer the adoption services required and the network that the entrepreneur has established will be critical in reaching all the 18,000 children who are up for adoption. BAS can come up with policies which the entrepreneur should uphold to retain the ethical practices of BAS. “Chapter 5” Partnering up with the local entrepreneur will give the firm a competitive advantage and assess how similar the local entrepreneurs operations are with its international competitors and how it can maintains its difference with the competition.

If BAS chooses to start their program in the Soviet country, they are going to be suffering as it will take years to start operations which mean that a substantial amount of the children up for adoption in the Soviet state will have missed an opportunity to be placed with a valid family. The company will have to refund clients who view waiting for longer as an impediment to their adoption strategy meaning that the clients will have to go along with different adopting agencies. Other adopting agencies will take advantage of the huge number of orphans up for adoption; they will come up with their unethical practices which will make it hard for BAS to operate freely in the Soviet state in future.

If the company partners with the entrepreneur, they are risking their reputation since they have already a trusted and ethical brand with operations in other parts of the world. “Chapter 3” BAS will have to try to maintain its competitive advantage by coming up with a regulation program to ensure that its reputation is not tainted with its association with the entrepreneur. The company ethical practices are its main competitive advantage which it has to maintain through a regulations program.

4. To build its relationship with the local government, BAS should try to pay back some of the tax revenue which is foregone as the government fully funds the adoption process in the country through taxes. Covering a percentage of the costs incurred will ensure that BAS can operate in the country for long periods and the local Soviet government will not come up with policies search as the Romania government did, ensuring that the Soviet orphan children up for adoption are placed with families who will give them an opportunity to better lives. “Chapter 2” The Soviet government is a an external factor which the BAS cannot regulate,
