Policy and Ethics (Presentation)

So, Andy sees what Rose is doing.  But, he doesn't tell anyone for a long time.  He actually avoids telling anyone or getting involved.

Then, the Governor calls Andy ONLY for political purposes.  He doesn't care about the City at all.  He just wants his party to win the election against Rose.  So, he gets Andy to tell him everything.  Then, the city and Andy's boss are embarrassed because they didn't know this was going on, and now it is a political issue that everyone knows about.   

So, the issue here is that Andy told the wrong person at the wrong time.

The Main issue is:  Is it ethical to blow the whistle on something without first trying to fix the issue through the proper chain of command?
