Subject: Culture, climate and ethical decision

It has been reported that in the Warrior Transition Brigade (WTB) employees are claiming inflated personal expenses on their travel vouchers and or creating fictitious people, and trips. The inflated claims are for lodging, laundry, and taxi services. The employees with administrative rights create fictitious trips, create a voucher and submit payments to family members/friends’ bank accounts.

A trend analysis and a probability assessment must be conducted. The trend analysis will be essential in comparing the various organization’s information and data to highlight the best process and implemented within WTB. Analysis of the probability will, on the other hand, help in conducting assessments by including the business information obtained from the various departments and making comparisons of the data with other study results. The trends and probability analysis will assisted in identifying the steps that are most vulnerable. The data obtained from the analysis will help the organization create an efficient process in order to avoid fraud.

WTB must implement a web based check and balance system, which requires verification at different levels. The process should include a minimum of 3 levels- the user (submits claim), the program administrator (verifies the validity of the trip) and the routing official (approves voucher). As Farias stated employees, administrators and routing officials should be aware that the web based system records all transactions and it will be audit it continuously (https://www.army.mil/article/143533/DTS_fraud_sure_way_to_get_caught). This system should deter or minimize malicious intentions.

The mission and vision of the organization should emphasize on establishment of the ethical conduct, values and quality corporate governance, value deliverance to clients to be an example in the business environment, initiate a structure to curb unethical behavior and implement whistle blowing policy in the business. Clearly, the organization is in need of a strong program that will help the staff to adhere to the ethical conducts.

While the business conducts supervision and monitoring of the performance and ethical structures, it should also set and implement transactional recording supported by bills, set expense limits, initiate departmental level bills verification and approval and regularly verify the departments with raised invoices. Financial accounting should be a core activity.
