In many cases, the policymaking in growing nations faces a couple of problems that can be fixed with correct usage of informational analytics processes. In line with the idea of the data represented in chapter 17, the government in St. Petersburg is a possibility to encounter some challenges as in the process of implementing the policy of combating the proliferation of drugs (Reddick, 2012).

Three main changes that are faced by the government in the system making on combating the proliferation of the drug. One of the challenges is an underestimation of the ability of the framework of situational points while resolving the decisions on how to combat drug proliferation. In developing countries, the structure of situational aspects and federal vertically oriented are creating at a reasonable rate. Still, they haven’t been involved in policymaking, and hence, the Governor of the St. Petersburg ought to find this to be a challenge in the policymaking process. 

The second challenge is financing policy implementation ought to be a significant problem for policy development. It is combating the proliferation of drugs that aren’t an easy project because it requires coordination of different agencies. In the long run, the coordination of these bodies needs financial help for the state of the government. The third challenge is the inability to exploit the comprehensive resources and capabilities of situational points. The data provided in the textbook demonstrated that 90% of the present situational points are only utilized as a space of video conferencing, and this impacts the strategies of situational modeling and forecasting, thus poor policymaking. 

From the above discussion, various proposals can be implemented to curb and take control of the problem. The response to the challenge of underestimation of situational points is to connect the challenge if the informational, analytical systems with the priority of the government that is to curb the proliferation of drugs. For the need to use the situational points, the government requires to be involved in a more active development linked to the situational modeling and community building. Finally, the solution to inadequate financing is to have conducive political goodwill to any policy implementation. With political goodwill, combating the proliferation of drugs will be a policy to fund and implement effectively.
