There are dedicated team for different mission critical systems. Each team owns the entire system and is responsible for monitoring, maintaining and recovering the mission critical systems in case of any failures. When ever there is any failure in such systems, the end user will raise the issue and reach out to the respective team through IT support system. In majority of the cases, the team themselves will find the issue and send an email notification to all the end users and start fixing the issue. Once it is fixed, they again send an email notification saying it is good to use.

When it is needed for the mission critical system recovery teams to communicate, they usually use the internal communication systems. They might even set up a meeting in case of escalation and it needs a speed recovery when most critical systems are impacted.

Generally, scope creep will lead to the delay of the project and lower ROI than expected. For example, we have purchased a property and estimated a one-year construction period with a 75% annual return. However, our designer found out a zoning problem due to the change of local regulations that would extend the design process and increase the construction budget. On the other hand, scope creep is not a bad thing for project management. In a fixed price construction project, the owner or end-user will almost invariably benefit from an increase in scope. In the construction project, when the new regulation changes, it sometimes will benefit the external stakeholder, such as tenants and the community. The more parking spots, bigger living areas, and stricter environment requirements will increase the living experience.
