Let us consider the project of building a dynamic policy which can be easily enhanced by tweaking certain parts of it based on the feedbacks provided by the stakeholders who are involved since the policy development. Coming to the fact that the policy is built upon the pedestrian traffic flow for the downtown of a particular city, we must mainly consider the fact that as It is downtown the concentration of pedestrians per sq. mile is much higher Than any other ordinary street. So for building a policy, we need to consider the stakeholders who can provide legit feedback in managing the pedestrians Traffic. Some of the stakeholders to be considered are the public stakeholders, the private sectors, i.e. the local business owners, the media, public employees these are the stakeholders which can be considered for building a dynamic and reliable policy in managing pedestrian traffic flow. (Zegeer, Sandt, & Scully, 2006)

First of all, we must consider a bigger picture where pedestrian safety is vital where the planning and designing of such policies must be done by considering the facts in hand about the number of lives which are lost due to pedestrian traffic, i.e. any fatalities which have occurred in the past which can be considered as a hazard And plan accordingly. Then coming to the involvement of each stakeholder we can firstly say that the public stakeholders should be involved from the beginning of the process as being transparent about the planning and the policy would be helpful for developing sound policy and control the traffic flow with the Provided feedback. Next, we must also consider the other stakeholders who are involved, i.e. the private sector and the public employees who mostly use the crosswalks, or the sidewalks in the city we must have good coordination with the stakeholders including the government and private sectors as well to provide data based on the traffic and make sure that all the stakeholders are in sync with the policy changes or the development which are to be made for building a Better public policy for managing pedestrian traffic. Some of the measures which can be considered are making sure that the pedestrians do not have the ability To commute in the most direct path. i.e., crossway, increase the distance to destinations by allocating traffic lights all over so that the pedestrian flow can be monitored and make sure that the pedestrians are not mostly on the road where there are chances to be in a car crash, increase the amount of local transport services so that the pedestrians can use those services instead of walking all The way. All these points can be considered as measures which can be implemented in developing the policy in moderating pedestrians and for this to happen the stakeholders should be involved from the beginning to get the best result Moreover, execute the policy accordingly.  (Zegeer, Sandt, & Scully, 2006)
