Introduc�on: Intelligence and Homeland Security/Homeland Defense

If you are like the vast majority of people, you probably heard something in the media following 9/11 about the cause of the a�acks and that it was a failure of "intelligence." There has been a tremendous emphasis overall, to share intelligence and move from a need-to-know to a need-to-share paradigm. Then, almost 10 years a�er 9/11, a new challenge presented itself not only on how the intelligence community shared informa�on, but how it gathered informa�on. The ques�on became: How must privacy, as afforded to each ci�zen within the United States Cons�tu�on via civil liber�es within the Bill of Rights, be balanced with the needs of security and the collec�on of intelligence?
