The paper must be double spaced, and use the font New Times Roman and the font size of 12.

Topic: What is the government’s role in a criminal or terrorist act?

Use the case study on the Oklahoma City Bombing, 1995  Decide if you will examine this case study from a local, state or federal level. Based on your choice of the case study and the government level answer these questions : How effective was that level of government in mitigating the event? What additional mitigation approaches could be added to the emergency plan? Why?
