EXECUTIVE SUMMARY
The Los Angeles Mission is an organization that has been committed to ensuring that people who are less fortunate in the society get better housing. There is the core focus of the organization to work with other agencies alike the governments and other interest organizations to come together to solicit for the development of a contributory fund to build houses. The belief of the company there is that the minority groups in the society should not be left alone to struggle with the burden of researching for their homes. A collective effort is always possible towards in the development of efficiency in the attainment of the organizational operational scope. The aim findings show that Shelter organization can carry out crowdfunding to help in the development of affordable housing plans for the homeless in the community. It is, therefore, recommended that the organization can work on its own to improve the success of community benefits from its individual development solutions to the housing model.
PROJECT SCOPE
The shelter operates on three fundamental principles or collaboration, consensus, and capacity building. In every aspect of the organizational operational scope, there is a way in which the company focuses on the areas of its core operations. The element of collaborations is to bring the stakeholders together towards the attainment of the organizational values. On the other hand, the consensus is to bring to an agreement with the different industry player and interested stakeholders in determining what needs to be done and when it should be done. In capacity building, the shelter has been a significant player in solicit and availing the resources necessary for the development of the organizational values and success (sheltercentre.org, 2019). Therefore, it is important that all the key elements in the industry, especially in the community where the development is important in the integration of all the stakeholders working together to improve the working of the social housing models and plans (sheltercentre.org, 2019).
The collaboration aspect, as contained in the thematic focus of the organization is useful in showing how the Shelter Organization organizes a global technical forum through shelter meetings. The forums are useful in the development of a concerted approach that focuses on new trends of the humanitarian sector. This helps in identifying what needs to be done to realign the housing development with the new trends. Moreover, the collaborations as organized by Shelter Organization is important in the development of thematic events. Such events are in addition to the provisions of Shelter Meetings that aims to address the issues raised by the community members, based on what the community may need, thus addressing their specific needs. Lastly, under the collaboration approach, Shelter is also concerned in the development of different kinds of humanitarian Meeting. This is an example of an inter-sectoral technical practitioner event which helps to bring all the stakeholders together towards the attainment of the core requirements of the organization and community relations towards a common purpose.
The consensus development is achievable by Shelter organization from two approaches, Humanitarian Library, and Peer-reviewed guidance. The humanitarian library involves setting up an online discussion platform for the people with the right level of experience to coalesce and discuss issues that are of value to the industry (sheltercentre.org, 2019). The online platform, therefore, is useful in the provision of supporting the sector and the industry with quality knowledge management within the sector. The knowledge is useful in defining the key areas of operations that ultimately influence the quality of service provision in the industry. The knowledge developed through such consensus, therefore, can be replicated to other areas to improve the housing values, and also the efficiency of housing developments.
The Concept of Capacity Building Towards the Housing Developments: the shelter is also concerned with the development of the capacity building that would be vital in availing resource for the developmental process. Again, there are two approaches that Shelter Organization has been pursuing the attainment of the right organizational approaches and values. The first approach is the capacity building through training processes. The second one is using project assistants (sheltercentre.org, 2019).
Shelter organization has been involved in the development of training programs for all the complying agencies. Therefore, there is a need to have a concerted approach that would help in imparting the right skills and knowledge towards developing modern housing units for the homeless people in the society. The training is harmonized worldwide so that useful ideas can be adopted and created in the other markets. On the other hand, the use of project Assistants is the analysis and making use of the humanitarian sector to carry out apprentice towards passing of knowledge to other agencies. Shelter organization, an attempt to have efficiency in capacity building has been considering and employing apprenticeship kind of training to ensure that knowledge is distributed across the platform.

Moreover, there is always the need to have the right approaches that would lead to improved approaches that would achieve the utmost housing efficiency.

The scope of Shelter operations includes the development of the learning structure for its employees and affiliate organizations. The shelter is also involved in the development of the key networks aimed at improving the success of the other organizations as well as the provision of information and coordination of the organization values and success.
PROJECT OBJECTIVES
The project aims:
· To determine the key operational areas of Shelter organization as a key player in the industry
· To explore the key areas in which shelter can realign their operational areas of the social benefits of the majority
· To develop a framework for the implementation of the realigned strategic objectives for the shelter organization
Further, the main purpose of the study is concerned with the development of how shelter develops its housing. On the same note, the main purpose of the study is to ensure that a study model is developed to try to help advise the managed of Shelter Organizations to define the different areas in which they can improve their operational areas for the benefits of the larger community through philanthropic initiatives and improved accessibility to housing benefits.
The key targets of achievements of the reviews study, the targets include:
· Well outlined and defined key operational areas of Shelter organization as a key player in the industry
· Defined key areas in which shelter can realign their operational areas of the social benefits of the majority
· A developed framework for the implementation of the realigned strategic objectives for the shelter organization
Exploration of the existing model: shelter collaborates and solicits for the solutions and the improves shelters for the less fortunate in the society. This aims to allocate the required structures to the homeless groups of people in society. In some cases, they have also been used by the governments to provide settlement schemes. Moreover, direct efforts have also been taken to ensure that the organizations remain committed to the realization of the organizational values and success in the allocation of housing units to the poor members of the community.
Key features of the existing model; the model involves collaboration with like-minded organizations and parties, developing consensus on the right approaches to realize more people accessing housing and ensuring that capacity building is developed for improved accessibility and quality resources utilization for the society. The studies look into the existing model and uttermost to provide solutions that would improve the efficiency of organizational success

Challenges of the existing model: it is focused on the core deliveries of the housing planned to use a planned and formal approach without considering the brand identity and improved accessed by the informal sector. The study also attempts to look into how the challenges realized can be reduced.
Possible improvements of the existing model:

METHODOLOGY
The shelter organizational development of housing units for the poor in the society through Conesus developments, collaborations, and capacity building
Reason for choice:
· The organizations are a nonprofit and does great work to solicit, collaborate and build consensus around the development of housing units for the less fortunate on the society. The company, however, may not need to collaborate, build consensus and carry out capacity training all the time with other agencies, it can also develop its own unique housing units that are cheap, simple and distinguish useful for the homeless.
· Making a case study analysis is useful in ensuring that the key challenge that has been realized in the community. The case study allows the research to determine the challenges that have been realized by the organization towards developing solutions to the challenge realized.
· Also, the case study is useful in determining the benefits of impeding framework developing by understanding the key challenges and requirements of the community. This is useful in ensuring that society is going to benefits in the most strategic way from the operations of the organization.
The survey model will involve the development of the strategic understanding of the key factors in the economy in a way that would be useful in ensuring there is a success based on the perceptions of the recipients of the services advanced by Shelter organization. The use of the survey study model is also useful in the development of the right organizational framework that culminates into the realizations of a most efficient way to allocate the housing units to the poor members of the community, the homeless and the minority groups.
The survey is a useful model that would be ideal for the realization of the perceptions the employees of the organization, the shelter has towards the development of a different approach for the realization of the brand impermanent for their organization. There is a need to have a better way to reach out to the respondent groups. The key reasons for the choice, therefore, are important for the collection of the right organizational data relevant to the Shelter organizational analysis.
The survey data is useful in relating the developed performance and the expected performances. They are important in achieving the right approaches that would be useful for the realization of the right organizational modeling and developments. The library research, therefore, is useful in giving out data relevant for benchmarking and scaled operations that would improve social value in the community.
Reason for choice:
· Like red cross works on crowdfunding initiatives and the intergovernmental interactions that help in raising capital for humanitarian emergency responses, so the same model can be followed by the shelter to solicit for funds aimed at improving the housing accessibility by the less fortunate, the poor and the homeless in the communities
In the united states, shelter reports that the actual number of homeless people have been on the decline, thanks to the continued efforts by the key players in the industry. This is important in the development of a benchmarking framework that other countries can borrow. This is how the realizations of the organization values and support would be ideal for the attainment of success in the implementation of the right housing frameworks (Ortiz-Ospina & Roser, 2016).
The above chart presented the general findings that Shelter has reported about America. However, a close analysis helps in illustrating how important it has been in ensuring that the success of the organization has also been achieving in other spheres. Specific analysis of America shows that different states have different degrees of homeless people. The literature review finding confirms that some stake in America, despite the general trends in the reducing cases of homelessness, have register sharp rises in the increase in the number of people who are homeless. Survey study findings were based on the primary data responses that the research team was able to collect from the workers of Shelter. The following chart shows the percentages rates of approvals that the respondents had based on the primary data collected from the field. When the respondents were asked what could be done to improve the level of Shelter performance, many people considered crowdfunding as a key factor that can help the Shelter organization achieve its own finances to develop its own housing solutions as well. Moreover, there are those who suggested the use of simple yet available materials like recycled materials.
RECOMMENDATIONS
The shelter can improve its service delivery and focus on the less fortunate in the society, a move that would improve its brand equity by:
· Carry out crowdfunding and develop simple housing units for the less fortunate in the society
· Use their large network and quality intergovernmental networks to solicit for funds to develop simple housing for permanent residence to the homeless
· Improve housing accessibility by making use of simple, sometimes recycled raw materials to allow accessibility of housing units by the very unfortunate in the society
BUSINESS IMPACT
Benefits of the research to the organization includes the need to improves its brand equity, thus able to serve the less fortunate people in the community. Moreover, there is always the need to allow Shelter to have its interval; revolving fund for operational efficiency. Finally, the research indicated that it is important if the stakeholders allow the business to develop community-focused objectives that would impact on the lives of more unfortunate people.
Benefits to The Clients and Beneficiaries:
· The homeless people who have not been into the refugee camps and other government approved schemes can also access the services of quality housing
· The beneficiaries will have an improved standard of living especially those who live in the slum areas.
· The less fortunate in the society will get a development partner in Shelter who will be able to understand them at a personal level
Benefits to the governments:
· The governments will have a collaborator in the matter’s development to their people when shelter begins offering its own housing plans
· The government will have a trusted development partner who can be trusted with the development of the required projects
· The governments will incur fewer costs in the development of social amenities when Shelter begins to offer its independent housing platforms to the homeless
Impacts to the other policyholders and stakeholder:
· The other stakeholders will find useful blueprints for the development of housing units for the homeless and the less fortunate in the society
· More stakeholders will get a reliable partner in Shelter on whom they can co-work and improve their level of success
IMPLEMENTATION CONSIDERATION
The research involved the need to get personal opinions and perceptions of people. Therefore, it was important for the research to consider providing the responses with enough sureties that the data would not be used against them. It was important for the research to expressly indicate that the data that was collected from the people would not be shared in any wrong way without their consents. There was also the need to keep individual responses as anonymous as possible, and the data collected as secure as possible. The respondents felt the challenge in providing information if data and responses anonymity sureties were not given. There was a total of 21 employees who were targeted with the survey. Because the survey was well explained, and a letter of intent was approved, there was no possible resistance from the respondents.
There was also the need to seek permission and approval to access the library data as well as the need to ensure that the data used in the research paper are referenced. Therefore, library access was not possible in some other databases that had security not available to the researcher. Nonetheless, the primary data collection needed a letter of intent to be written. It was established that letter of intent to the institutions is always useful when one is seeking approval to make use of the institution’s facility. The research outcome is likely to create efficiency in the operations of the Shelter Organization.
NEXT STEPS
The development of the business successful presence in the market can be an important element in the determination of the right schedules in the project. The following, however, are some of the key steps that of a research project that would add more value to the platform.

CONCLUSION
Homelessness and poor housing are common among societies in the world. There are many regions where homelessness and poor housing still exists. The people who have been assisted across the board are those identified by the governments. However, many other people remain unidentified and unknown. This is true in the development of the trends and charts about the homeless societies. There is need for a different approach that wild reach to the non-conventional people who are homeless in the societies, the people not identified by the governments and the charitable organizations.
The realizations of achievements in the market according to the collective policies that shelter has been following is greater. It helps in creating a collaborative atmosphere that would be useful and ideal in the realization of the organizational values and success. As such, it is important if the management continues to strategize on the ways in which sensitization, collaboration, and capacity building can be created for the ultimate success of the organizational objectives.
However, there should be other objectives that are worth pursuit by the organization. The shelter can still impact a greater number of lives if it can manage to explore new ideas in which it can reach out to the other people. As a way of reducing collaborations and increasing capacity building, the organization can carry out crowdfunding or crowdsourcing initiatives that can be able to help in achieving greater financial muscle to build more houses for the homeless. The essence of the move is to ensure that the other people who cannot be reached through the government-initiated approaches can be reached too. The organizations will also be able to have a stronger understanding of the customers, develop a stronger rapport and ensure that they have improved the level of their service delivery to the people.
In addition, such initiatives will ensure that the Shelter organization becomes more prudent in financial management. The company will be able to achieve greater impacts in the community when it finally achieves the greater reach of the people, with more efficient approaches. Notably. The need for collaborative approaches is useful, but it is tedious and, in many cases, costly. When Shelter is focused on the approaches that would be ideal in the development of direct approaches to the people, it becomes more objective, lean and effective in reaching out to more people.
Based on numerous relief projects, there are still many people who cannot escape from vagrancy. Although there are many welfare social assistance projects, they all belong to voluntary participation. Many people are unable to get help. This does not mean that society has not given them enough resources, but that they are unable to get help because of their own shortcomings. Some people are reluctant to go to the relief station for various reasons, but also because they do not go to the relief station, so there is no fixed address to get coupons, food benefits or housing benefits. And they often need to fill in forms and submit information. If the government does not receive a reply, the benefits may be gone. Some parents have not taught common sense since childhood. Their thoughts have serious limitations. They do not have the ability of self-management and cannot carry out simple orders. For example, social workers say that they can get free clothes when they come to the rescue station tomorrow morning. But this person will not put this matter in his mind, will not feel no serious consequences of not taking clothes, but next week the weather will turn cool. Such people have no way to plan systematically and only live in their own world. Even if these people get government housing, they are likely to be driven out and wandered again because they can't manage consumption and finally default on rent. Or they were kicked out of government houses because of drug addiction and trafficking.
