Quality Control versus Quality Assurance
Quality Control draws from the materials and engineering design classes (Methods & Materials Classes)
Quality Assurance documents those inspections – some sample forms would be appropriate – perhaps included in a supplementary section
Opening Statement: Construction and Testing shall confirm to the contract documents. Respond to each one of the requirements stated in those documents. “Good Practice” and “Code Compliance” are the minimum standards.
File and Compaction:
1. How is the company going to monitor any fill/compaction that is to be performed?
2. Is there any lime stabilization required?

Concrete Testing:
1. Sump Test – What are the requirements and how to document?
2. Compression Cylinder Tests – Requirements and Documentations

What is the company going to do with a Concrete Truck where the concrete fails the Sump Test? Details: Typically the company should meet with the concrete supplier, outlining requirements, obtaining pricing for the estimate and developing a relationship with this very important vendor.
Obtain a “Design Mix” from the Concrete supplier for submittal and approval by the Quality Assurance Manager.
Before ordering concrete, impress on the dispatcher the importance of the concrete meeting the requirements of the approved design mix, especially with regard to the sump. And tell them in no uncertain terms that if the sump does not pass within the acceptable range, the truck will be returned to the batch plant.
For any trucks that fail, record the license plate number of the truck and confirm it does not show back up at the site. The company’s daily log must record the approximate location of every truckload of concrete – perhaps marked-up on an extra copy of the drawing. Most clients also require the company to notify them of any such issues, which could lead to the black balling of certain Concrete.
Lastly, in most jurisdictions the local government will require a Municipal Inspector to inspect the reinforcing before the concrete pour and then witness the actual pour. The important point here is; know the rules and the laws that apply to the specific location the company will be executing work.
Structural Steel
What test requirements are required for the steel work? Steel is normally stamped with the specific specification, as defined during detail engineering and it is important that construction be aware of this specification and confirms the actual steel received is in compliance with this requirement.
Piping
What test requirements might exist for piping and/or welding, such as X-ray of welds?
Electrical/Instrumentation
Testing of systems before commissioning and start-up.
General
Will any other testing and quality assurance documentation be required?

2.1 Quality
2.1.1 Contractor shall provide quality control and assurance for all aspects of Construction and Procurement. Owner reviews are intended to ensure the established requirements are met.
2.1.2 All proposed deviations from requirements contained in Contractor Engineering Standards, must be documented and processed in accordance with Contractor’s deviation process.
2.1.3 All requests for clarification, information, concession, or exception to Owner’s quality requirements shall be submitted by Contractor, in writing, to the Owner’s Project Quality Assurance Representative.
