Behavioral health is the study of the emotions, behaviors and biology relating to a person’s mental well-

being, the ability to function in every day life and their concept of self. Behavioral health is also the

preferred term Mental Health. Behavioral health is how we handle stress, relate to others, and make

choices. It is important to monitor at every stage of life, from childhood and adolescence through

adulthood. An important area of concern is how Medicaid expansion impacts behavioral health services.

There are special challenges of the homeless and incarcerated mentally ill populations. Behavioral Health

population also has a workforce shortage. This is an area for improvement in health care organizations

throughout the nation. “Some of the barriers to care are provider geographic distribution, financial

limitations, lack of or inadequate health insurance, stigma, misunderstandings about the treatability of

conditions, personal and provider attitudes, cultural issues, and a poorly organized care delivery system.”

Viewing the graphs and figures in Chapter 10, Mental/Behavioral health is at all overall high. Age, race,

gender, disease and disorders mental illness severely increases throughout the years.

Figure 10-1 shows the overall prevalence of any mental illness by gender, age groups, and race. This

figure represents those at greatest risk and having the greatest needs for service. Women surpass men in

overall mental illness in the U.S. according to this graph. Age group 26-49 are mostly affected by mental

illness but 18-25 are close in range. It also, appears that multi- racial individuals are more likely to have

mental illness.

Figure 10-2 depicts the ratings of Serious Mental Illness amongst U.S. adults by age, gender, and race.

This graph shows multi- racial individuals with the highest percentage rate of serious mental illness

among U.S. adults. The female rate depicts to be higher than the male of serious mental illness. Unlike

figure 10-1 ages 18-25 and 26-49 have a similar percentage rate. This reveals that these two age groups

experience mental illnesses more than any age group.

Figure 10-3 represents the percentage rates of World Health Organization estimates of categories of

diseases and disorders. Based on this graph mental and behavioral disease rage high percentages within

individuals who have diseases. Cardiovascular and Circulatory diseases have the highest percentage of

persons with mental and behavioral disorders.

Figure 10-4 provides a percentage breakdown of total U.S. DALYs in the mental and behavioral disorders

category. This graph shows major depressive disorders to be the highest percentage of total U.S. DALYs.

Idiopathic intellectual disability has percentage of 0.06 which is the lowest percentage of all mental and

behavioral disorders.

A federal law established to prevent group health plans and health insurance issuers that provide

mental health or substance use disorder benefits from imposing less favorable benefit limitations on

those benefits than on medical/ surgical benefits, established by Paul Wellstone and Pete Domenici

known as Mental Health Parity and Addiction Equity Act of 2008. Originally, The Mental Health Parity Act

of 1996 ensured that large group health plans cannot impose annual or lifetime dollar limits on mental

health benefits that are not as favorable than any limits imposed on medical/ surgical benefits. MHPAEA

maintains the MHPA protections and adds significant new protections, such as extending the parity

requirements to substance use disorders. “The Affordable Care Act (ACA) applied the MHPAEA to issuers

in the individual market and qualified health plans offered through an exchange or marketplace,

including the small business exchange known as SHOP.” The ACA determined coverage of mental health

and substance use treatment as one of the ten essential health benefits.

The National Institute of Mental Health is a federal agency for research on mental illnesses. Its

mission is to transform the understanding and treatment of mental illnesses through basic and

clinical research, paving the way for prevention, recovery, and cure. The National Institute of

Mental Health recently funded a collaborative series of projects that will make great strides in

psychiatric epidemiology nationwide. The NIMH influence access to and utilization of health

care services in current health care systems by providing research and results to mental illness

disorders.
