Human Resource Project Plan
The project charter refers to a statement of objectives within a project. The statement sets out specific project goals, roles, and responsibilities. It also identifies the primary stakeholders and addresses the level of authority that the project manager has about the project.
The project charter acts as an essential guideline for future projects within the organization. It helps to manage the organization's knowledge management system.
The project charter is a concise document that consists of an offering request as well as a request for a new proposal. The project charter document is part of the two-project management system which is the Initiative for Policy Dialogue (IPD) and Customer Relationship Management (CRM), (Newton, 2016).
Project Charter for Operation Hope Inc.
Scope Overview
Operation Hope Inc. is an organization that is working to disrupt poverty and empowers inclusion for low and moderate-income youth and adults alike. Within this project, there will be job restructuring to help each department within the organization to function more smoothly. In which this will start from the department heads and work its way down to the lowest employee within each department. The project manager will be overall in charge of the project with authority to choose his or her team members. The primary project manager will stay in touch with all primary stakeholders about the timeline and budget of the project. Whenever there are any main changes to be made to the project, the project manager will always inform all the team members and stakeholders before making any changes. The organization's administrative leadership will also be aware of any changes and progress of the project that would affect them and their employees. An excellent compensation and benefits package would not only attract great talent, but it will help to keep great talent within the organization. The organization would not have so much of a high turnover rate which could cost the organization unnecessary losses. It is essential to pay employees at a level that creates some sense of satisfaction that would help their employees achieve some excellent performances in various areas of the organization (Newton, 2016).
Business case
There may be dissatisfaction within the organization due to employees being paid at the lowest pay rate for its employees. If there are no opportunities for merit pay increases, the organization may have to try and add little additional financial incentives. There have to be some professional development opportunities available within the organization. Also, if there are new opportunities for growth within the organization, they are not always made available to the public. There may be different responsibilities when it comes to duties in any positions within the organization. So, in order to keep the attention of their employees, the work must be rewarding and, satisficing. So, having an excellent compensation and benefits package could be critical in establishing a level that will help satisfy the stakeholders in the project. When redesigning the various jobs within the organization it would help to transform the reimbursement within the Human Resources Department (HRD) to beneficial package that will increase an employee's motivation is a critical factor within the organization that will enhance job performance and helps the organizations to grow financially and to maintain its competitiveness (Newton, 2016).
Background
Project 5117 is our multi-year four-pronged approach to combating economic inequality that aims to improve financial literacy, increase business role models and business internships for youth in underserved communities, and stabilize the American dream by boosting FICO scores (Operation HOPE Inc., 2018).
The organization has a goal of educating over five million adults and youth through financial dignity programs, empowering over one million youth through entrepreneurial and career-building programs (Operation HOPE Inc., 2018). In order for the organization to accomplish this, they have partnered with financial institutions, corporations, municipal agencies, and community organizations (Operation HOPE Inc., 2018). The approach has allowed the organization to scale a sustained package and deliver, financial dignity and economic empowerment programming in communities around the country (Operation HOPE Inc., 2018). So, when it comes to compensation and benefits packages, it is tough not only due to the organization being a non-profit but in order for its employees to come up with an appropriate pay raise it depends on the funds that are donated by the public and its stakeholder’s (Operation HOPE Inc., 2018).
Risks, assumptions, and constraints
Even in a non-profit organization such as Operation HOPE Inc., it must take a various risk in order to remain prosperous. While if the organization may take on too many clients for its workers, this would likely make completing the projects predictable. In any case, this would make this the primary responsibility of the project manager very difficult for him or her to provide insurance coverage for its employees, who would have to have medical and life insurance (Young,2013).
Budget approval
A non-profit organization such as Operation HOPE Inc. has a need for a certain amount of funds for health care premiums for each of its employees. Currently, Operation HOPE Inc. has around 194 full-time employees working, which makes it significant in order for the organization to adhere to their budget (Operation HOPE Inc., 2018). With so many primary tasks that are affiliated with their Human Resource Managers, being under funds are going over budget could comprise not only the project but the organization itself. So, when it comes to the primary method to decide how to integrate a solid compensation plan in order to deal with the different modes of income, bonuses, reimbursement and other alternative ways of earning through the implementation of various ideas that could hamper additional income (Newton, 2016). Another step that the organization could take has a plan that would focus on the number of hours worked with a matrix with the duration of time off duty and or compensation for attending work during extra hours or overtime as it is referred to most of the time.
The compensation and benefits package must compass all aspects that are endorsed for a long-term benefit that it will ensure all employees that will participate in it promoting their official titles. Being the Human Resource Manager, the individual must display all of the qualities that were mentioned earlier toward all stakeholder along with the higher administration to assure them that all personnel involved in the project have some of the same attributes as they do when executing the various tasks on the project (Young, 2013). By monitoring the workplace, it will help employees to be able to deal with various challenges such as paying their taxes in a timely fashion.
Designing a communication plan
Communication plans are documents intended to provide an appropriate description of communication requirements as well as expectations in a current project. The material covers a wide range of information as it states locations and periods when all forms of communication take place. Other kinds of data reported in the communication plan comprise of the methods utilized to communicate and the formats used in addition to the people in charge of making the system available. Therefore, following the approval of the project charter, a communication plan must fall in place to outline roles along with responsibilities. Elimination of various barriers that hinder the communication processes must be part of the communication plan. The project manager must emphasize on the implementation of the program to manage expectations and ascertain that methods applied are useful to the cause (Richman, 2011). The information provided needs to be reliable, consistent, and accurate at all times. Communication plan needs to demonstrate enthusiasm as well as support for the current project undertaken by the company. A communication matrix provides an apparent breakdown on some of the standard requirements necessitated in most plans. An arrangement of meetings with each team member is a significant approach towards establishing whether the communication channels selected for a particular project are promising.
Define the scope of the project
Each project requires the scope statement that happens to be an essential aspect in determining the ability to accomplish its goals. The scope statement utilized by a project administrator is in the form of a documented confirmation about the outcomes of the venture. Furthermore, the scope integrates the constraints in addition to assumptions that guide the team members illustrating how work needs to be done (Richman, 2011). The creation of a reliable and efficient mode of compensation along with a benefits package is ideal for the motivation of the workforce. Job assessments, evaluations, and modes of pricing must be part of the scope. Job analysis provides a significant platform for thorough assessment and description of each task assigned to all members taking part in the project.
Ideally, conducting job assessments enables project managers to determine the most appropriate jobs from those that are less significant to the project. Having identified jobs that are obsolete from those that are worth, the process of job pricing becomes a more straightforward process. A revised, enhanced reimbursement benefits package should be incorporated into health care benefits such as dental insurance, sick leave and paid vacations in order to accommodate their entire workforce. The leader of the management team within the project should coordinate effectively to ensure that all the resources that are needed are available to guarantee that all planned projects are underway as anticipated.
It is also the role of the leader of the management team to ensure that all intended objectives of the project are accomplished within the targeted timeline. That will ensure that the administrative group ascertains that the project will be successful. The budget of the project should be observed at all times as the administration should work to ensure that the cost of the project will not exceed the anticipated amount that was initially allotted for the project in its percentage. All members of the project team must provide a relevant progress report and any findings that would help determine all the current progress nature of the project. So that this information can be delivered to all the appropriate sponsors and stakeholders by the project managers that are in charge of the project.
A work breakdown structure
Upon completion of the project charter, the communication plan, and the project scope, the next step is to create a breakdown structure. The work breakdown structure (WBS) involves system engineers who provide support of the deliverables that are broken down and managed throughout the project by the organization. Within the work breakdown structure framework, it provides support for a detailed cost estimating and control along with guidance for schedule development and control. The performance assessment when being developed depends on the work breakdown structure.

Conclusion
In order for a Human Resource Department to be active, it has to be able to administer any project that happens to be reached which may require a wide range of knowledge in order to deal with all aspects of the positions of the project. Also, in order for a project plan to be successful, it has to be a plan that is effective and competitive on a platform that has the appropriate guidelines that should motivate its employees. When drawing up the plan, the project manager should make sure that it will be useful and will rely on a solid outline that has various steps which are essential in the well-being of administering the project. In the project plan with a combination of the project charter. The communication plan, scope statement, and the work breakdown structure they all have their distinct value toward the overall success of the project. In which this may help to make the goal of the project-oriented by helping to make each component crucial during the entire developmental process of the project.
