Travel and Transportation Order (T&TO) Non-Commission Officer

Job Overview

Primary responsibility is the coordination and movement of eligible family members to the bedside of their wounded, injured or ill Soldier's worldwide. Coordinate assist and review request from the medical treatment facility hospital commander for Travel and Transportation Orders (T&TO) for family members.

A. Responsibilities and Duties

• Receive, review, and validate casualty reports on all Army Soldier's, DA civilians and contractors. Make telephonic notification next of kin (NOK).

• Receive, review and validate DA 2984 (Very seriously Ill/Seriously Ill/special Category Patient Report) from the Army Medical Treatment Facility, physician, Patient Affairs Division (PAD), hospital commander or Deputy Chief of Clinical Services.

• Review approve and issue T&TO control numbers to requesting CACs for CONUS and OCONUS for NON-OEF/OIF seriously injured or Ill (SI) or very Seriously Injured or Ill (VSI) cases.

• Review and validate eligible family members entitled to the T&TO by cross-checking documents in Soldiers file, electronic databases, and other legal documents. It is imperative to determine by law eligibility of next of kin (NOK).

• Coordinate with State Department Passport Office, Washington, D.C. for those next of kin (NOK) requiring a passport for travel overseas. Brief each family member on the T&TO process and required documentation needed for the issue of their passport, i.e., official passport photographs (2X2), raised seal birth certificate, or an expired passport and two forms of identification.

• Coordinate with foreign embassies and consulates for non-U.S. citizen family member requiring passport, visa and other immigration issues. Coordinate and facilitate special requirements between the family members and the State Department Citizenship and Immigration Services (Humanitarian Parole Office, Advance Parole, and U.S. Consulates and embassies) on cases where loss of life is imminent.

• Coordinate with Transportation Security Agency (TSA) Homeland Security Department (HSD) on those cases requiring special assistance in expediting the family member(s) through the airport security screening process.

• Coordinate with all Casualty Area Commands (CAC) for initial, progress, and supplemental reports. Provide policy and guidance to over 40 Casualty Area Commands (CAC) worldwide.

B. Independence

• Will perform all duties under the general supervision of the T&TO Section Non-Commissioner Officer in Charge (NCOIC) and specific guidance from the T&TO Section Officer in Charge (OIC).

C. Supervisory Responsibilities

• Supervises all new incoming Soldier is in the T&TO Section when it comes to the execution of the organization’s mission.

D. Qualifications

Education Level: High school diploma is a GED certificate is required. If employees do not possess a High school diploma and GED certificate they must obtain the credentials before they can be hired.

Experience: U.S. Military Non-Commissioned Officer with at least ten (10) years' experience in the military or on the job training.

Specific knowledge, skill, ability, and requirements: Must know about combat casualty concepts. Be familiar with U.S. military field training operations. Guide all CAC's Patient Affairs Divisions (PAD's), Family Assistance Centers (FAC) and VA hospitals. Be computer literate in MS Office 365-based programs. Must have a valid state driver's license is required.

The way that determined the duties and qualifications for the above job and laws that were considered when creating the job description, when it comes to the responsibilities of a travel and transportation non-commissioned officer in the military are civilian organization. Must have a least (10) years of experience in army combat support operations, been a senior non-commissioned officer in the military. Also, the individual should be familiar with publishing T&TO’s for eligible family members withBy AR 40-400, AR 600-8-1 and USC Title 37. The individual should have a high school diploma are a GED certificate. Before being hired the individuals will have to be current with all credentials before being allowed to gain access to the different organization systems. Must be able to plan, prepare, execute, and assess which family member(s) are eligible to be moved to the bedside of the wounded soldier.

When it comes to the different laws and army regulations in the United States, each soldier must be able to provide proof of employment. Failure to submit the correct and proper paperwork could result in an interpretation in the soldier being hired.

The Congressional Laws and Army Regulations mandates that all records and data be kept by the organization on all soldiers, including personal information, all data kept security in the different databases, and instructions issued by the department of the army to soldiers should be in more than the English language. When coming up with the job description all congressional laws and army regulations AR 40-400, AR 600-8-1 and USC Title 37 had to be considered.
