Assess human resource needs / talent needs from the strategic perspective of the company
PEST & PESTEL Analysis
Organizations are entities that bring together resources to accomplish some purpose. Fundamentally, organizations are about people - it is people who accomplish the work of the organization, using the resources at their disposal. In this unit, we explore the changing role of the human resource (HR) function. In the past, HR was often viewed as a bureaucratic function that processed paper, handled benefits, and inserted ads in the newspaper. In modern organizations, the criticality of the skills, knowledge and talent of employees is recognized as a strategic priority for the company. The Chief Human Resource Officer (CHRO) is being viewed by CEOs as a “C” level leadership position reporting to the CEO. In this unit, you are asked to research how and why the HR management function has evolved, and how this is an area of study that is critical to be an effective manager and leader in organizations, regardless of type or size.
The CEO and CHRO (Chief Human Resources Officer) meet with you to begin a series of assignments in support of implementing the strategic plan. EAL’s new owners recognize that the value in innovative companies in the 21st century comes from the knowledge and skills of their employees – commonly referred to as “talent” – than from hard assets such as factories. The company’s future growth will be determined by its ability to attract and retain talent. Recognizing the strategic importance of talent, the chief human resources officer has been promoted into the top management team of the company.

Task 1 The first task is to provide research and information for the CEO and the top management team (TMT) to structure the new Chief Human Resource Officer (CHRO) position in the framework of the leadership structure.
Develop a 1 – 2-page internal memo outlining (1) the roles and responsibilities of the CHRO as a member of the top management team in addressing strategic priorities and (2) the CHRO role in addressing the 3 key issues (outlined above). This memo is intended to be sent to employees to describe the change in the TMT and how that change reflects a deeper valuing of human resource development and talent management in the leadership team.
Task 2
The new CEO has been an active member of the Massachusetts Technology Leadership Council. In the meeting with you, the CEO shared that many other members were sharing their difficulties in recruiting skilled talent. He wants a presentation prepared to brief the TMT on the environment for recruiting, engaging and retaining the workforce for the company.
Develop a 2-page set of notes that is an informal outline for the presentation to be developed in task3. The note and presentation will focus on your analysis of the top 4-5 environmental(PESTEL) and workforce issues impacting the company and its strategic plan implementation.
Task3
Based upon the research and development that you have done in Tasks 1 and 2, you are now ready to present your finding and recommendations to the CEO and TMT.
Develop a narrated Kaltura video presentation that identifies and explains the importance of the critical points that emerged from Tasks 1 and 2 (above).
You will make this presentation at a meeting of the TMT (top management team) and board.
