FTE Survey Periods (Set by the Florida Department of Education)
Survey Period 1 (July) - covers the beginning of the fiscal year (July 1) to the beginning of the defined 180 school year.
(Juvenile Justice programs)
Survey Period 2 (Oct) - covers the 1st 90 days of the 180 school year. (usually the third full week of October)
Survey Period 3 (Feb) - covers the 2nd 90 days of the 180 school year. (usually the first full week of February)
Survey Period 4 (June) - covers the period from the end of the 180 day school pgm. to end of the fiscal year (June 30). (Juvenile Justice programs)

Must Be Enrolled in Eligible Courses

FTE Eligibility - Attendance
Student Is in Attendance One of the School Days During Membership Week or One of the 6 School Days Preceding Membership Week.
Attendance Eligibility Is Based on Daily Attendance Not by the Course

Calculating Student FTE
FTE = Full Time Equivalent
FTE = 900 Hours of Instruction
900 Hours of Instruction = 25 Hrs/wk or 1500 Min/wk
FTE calculated & reported by Course
The FDOE Recalibrates the annual FTE to 1.0
Calculate = Min/wk / 1500 / 2 or Min/wk / 3000

Calculation of FTE
FTE is paid by the course
If course is for grades Kg - 12, divide by 1500 minutes per week
If course is for grades PK, divide by 1200 minutes per week.
FTE is calculated in the following order.
ESE (111, 112, 113, 254, & 255)
ESOL (ELL) (130)
Career Education (300)
Basic (101, 102, 103)
Off campus programs (i.e. OJT, Internships, etc)

A Student Is Enrolled in a High School Biology Course for 50 Minutes Per Day, Five Days Per Week. The Semester FTE =
50 X 5 = 250
250 / 1500 / 2 = .0834

60 / 1500 / 2 = .0200

Calculating Student FTE Block Schedule (Determine the Average Meeting Minutes Per Week)
A Student Is Enrolled in a History Course That Meets 2 Hours Every Other Day. The Semester FTE =
120 X 5 Days (Meetings in 2 Wks.) = 600 Min
600 / 2 (Converts to Average Min./Wk.) = 300
300 / 1500 / 2 = .1000 UFTE

Rules to Calculate Special Program Students
ESE students are funded their entire day under the ESE Funding Program Cost Factor (111, 112, 113, 254, or 255).
ESOL funding is for academic instruction:
Language Arts, Math, Sciences, Social Sciences
When in vocational or basic funded courses (i.e. Physical Education or Shop) the student is funded by the Cost Factor for that program.
