Guiding Principles for
Federal Architecture
Distinguished building design must be acquired from the finest American architects
No official style shall be allowed to develop
Attention shall be paid to building sites for both location and beauty
The federal government shall spend 1% of a building’s cost on art
not included in final report - already instituted by GSA
“Design must flow from the architectural profession to the government, and not vice versa”
GSA revised policy: 1973 ½ of 1%

“Government can never take over the role of patronage and support filled by private individuals and groups in our society. But government surely has a significant part to play in helping establish the conditions under which art can flourish – in encouraging the arts as it encourages science and learning.”
-President John F. Kennedy
