Guiding Principles for

Federal Architecture

Distinguished building design must be acquired from the finest American architects

No official style shall be allowed to develop

Attention shall be paid to building sites for both location and beauty

The federal government shall spend 1% of a building’s cost on art

not included in final report - already instituted by GSA

“Design must flow from the architectural profession to the government, and not vice versa”

GSA revised policy: 1973 ½ of 1%
