      In my example I will be the CIO for Healthy Hospital; standard metropolitan area hospital. We are looking to implement a Home Health program to eliminate unnecessary visits. Patients will take their blood pressures, glucose, temperatures, etc. on their own or with assistance of a home health aide and all results will be electronically transmitted to hospital where it will be processed, inspected, monitored and become part of the patient’s health record.

      The systems development life cycle (SDLC), while undergoing numerous changes to its name and related components over the years, has remained a steadfast and reliable approach to software development (McMurtrey, Winter 2013). First an analysis will need to be done. The submission of this project requisition from a department for the development, modification or purchase of an information system will be set in place (Sayles, 2013). The request typically includes an overview of the system purpose, desired functions, anticipated benefits, and costs (Sayles, 2013). Questions I would ask would be: Do we have the necessary resources and infrastructure to support the software if it is acquired (McMurtrey, 2013)? Do we have the financial resources to pay for it, including support and maintenance? Do we have properly trained individuals who can operate and use the software? What are the user’s needs for this system and can we address all of these needs? Will there be any legal issues?

      We would design and build an appropriate software product and also issue Lifeline buttons to the elderly patients (especially those who live alone). Look into vendors, available programs, competency, and cost (McMurtrey, 2013). Maybe look for a vendor who will prototype so we can see the completed outcome – pros and cons. I would ask: How do the users interact with the system? What should the user interfaces look like? How do the data identified for the IS relate to each other? What are the logical and physical data models for this project? Will the system be user friendly for those who have little to no healthcare experience – customer/patient friendly? Next we would need to implement the software, train staff, and set a go live date.

As the Chief Information Officer (CIO), I seek to improve patient care and the delivery of Owens Healthcare through information technology. The five phases of the system development life cycle include:

1.    Initiation What are the milestones? 2.    Development / Acquisition What elements are required for the system? 3.    Implementation / Assessment Are the security controls in place and functioning correctly? 4.    Operations / Maintenance Is the system running efficiently? 5.    Disposal What is the requirement and technology changes?

The System Development Lifecycle is a vital development process, and most government contracts issued for systems require this process to be followed through the system's development. These responsibilities include exercising authority over decisions related to conducting feasibility studies, specifying user information and functional requirements, determining database and programming specifications, and converting to the new system (Franz, 1985). Decision making is complicated because it depends on various anastomotic functions. Making the right decision at the right time is an essential factor in healthcare systems.
