Healthcare.gov Analysis

Assume that you are a consultant who has been called forth by the U.S. Department of Health and Human Services to assess the current status of the healthcare.gov site. After a rocky launch, the site has been redeveloped and retooled. However, adoption rates remain low and security is still a big risk. The Department wants to know what recommendations you have going forward. What questions would you ask? Provide three questions and then answer them with research and investigation.
