Purpose of this assessment The aim of this unit/module is to develop learners’ awareness of the importance of managing health and safety and the impact that it can have on the daily operations of public service organisations.
Learners will investigate and analyse the impact of health and safety legislation on public service organisations. Learners will review legislation and relate its importance to the public services. Learners will undertake research and analysis of the roles of the key organisations involved in the management of health and safety. Scenario: Within any organisation an understanding of Health and Safety is essential. In order to demonstrate this, a report on Health and Safety Legislation and its application to the Public Services should be submitted. Your approach and use of language should be suitable for management at lower and middle levels to understand and be able to use the information to help in the daily running of their departments or sections. Your report must be no more than 2000 words.

Tasks: Task 1: PowerPoint presentation (LO 1.1, LO 1.3 and LO 3.1) of no less than 9 slides covering the following areas having conducted a risk assessment at your workplace or college: 1.1 Explain the functions of health and safety regulators. 1.3 Explain the roles of individuals and organisations in relation to duty of care. 3.1 Explain the purpose of risk assessments
Task 2: Report (LO 1.2, LO 2.1, LO 2.2, LO2.3, LO 2.4, LO 2.5, LO 3.2, LO 3.3 and LO4.1) You must submit a report between 2000-3000 words encompassing the following: 1.2 Review health and safety legislation applied by the public services. 2.2 Explain the responsibilities of the public services for health and safety in public service organisations. 2.1 Analyse the importance of effective management of health and safety by the public services. 2.3 Explain how effective management of health and safety by public services can be achieved. 2.4 Explain how incidents should be investigated. 2.5 Evaluate the consequences for public services of accidents, injuries and compensation 3.2 Undertake a risk assessment selecting appropriate documentation for a given situation. 3.3 Apply solutions to identify risks and reduce these risks. 4.1 Assess the effectiveness of health and safety and accident prevention strategies through policies of public service organizations.

Your report should be structured and cover the following areas: Introduction The role of health and safety regulators. The importance of the legislation 1. HASAWA 1974 2. RIDDOR 3. PPE 4. ACoP Management of Health & Safety 1. The duty or responsibility of the management of health & safety. 2. The prevention, reporting and investigation of incidents, accidents and injuries in public services. 3. The importance of effective management. Legislation including any subsequent amendments: purpose and use; Health and Safety at Work Act 1974 and subsequent amendments; Management of Health and Safety at Work Regulations 1999 and Amendment 2006; Personal Protective Equipment Regulations 1992; Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR) Duty of care: employer; employee; self-employed; organisation’s. LO 2. Understand the importance of the management of health and safety in public services organization. Management of health and safety: legislative requirements; ethical and moral considerations; financial implications; provision of safe working environment (military personnel on operational duties); accident prevention; training; risk assessments; responsibilities eg individual, organisation Responsibilities: legal, civil and criminal; to protect employees; reasonably practicable. Investigations: types; purpose; uses; procedures; human factors; observations; recording; visits; interviews; reports; action; feedback. Consequences: accidents, injuries; costs eg compensation, sick pay, lost working days, changes to working environment LO 3. Be able to apply health and safety legislation through risk assessments.
