Florida is a southern state in the U.S.A that has a long history of crisis happening. The types of crisis scan vary from political, economic, and environmental which also covers up to the natural disasters such as hurricanes and floods. The crisis management system seems to control the effect s of the crisis that hit a community, this concept follow along with the lies of the chaos theory (Baker, 2011). Under this theory, it is known that the control of chaos situations is achieved through the modification of the factors and attractors that cause chaos or disaster.
The main form of crisis response in this part is the NOVA crisis response team this is a team of a trained individual who works to provide after disaster care and crisis management. This can range from providing care to the traumatized individuals up to the techniques of psychological first aid.
In Florida, there have been varieties of the crisis that have hit the state. From the 2006 Gulf of Mexico earthquake, hurricanes: Andrew, Irma, Ike, Katrina, and the recent hurricane Wilma. The state of Florida also has a history of tornados that have occurred in the past few years, other going as far back to 1961 with the St. Petersburg tornado. Some natural controls such as dunes, mangroves, wetlands and coral reef act as a cushion to some of the disaster such as tornadoes and hurricanes that happened in Florida. The mitigation plan mostly involves the rebuilding of the coastal c that is mostly affected by these occurrences of the natural disasters that plague the state as well as neighboring Texas. Controls such as the building of a seawall are also in the process of development.
Florida State has a big economy which is worth 1 trillion dollars as of 2018. This would mean that extensive resources and a larger amount of people and property are in the estate presently. Surpassingly in the early 2000s, it was sparsely populated which means that few people occupy a large parcel. But as the population grows so do the inability of the schools, policing, housing and the healthcare system which means the ability to support the growing population is challenged. This goes to mean that more revenue would be input into the center and the higher rates of tax would be imposed in them. Estimates put that by 2050 the population will be over 30 million people which is a contract to its current population of 25 million people who live there now. The population of the people in Florida and the road mileage has a wide variance as per the expected figures of other states. The legislators are now looking into other means so resort, such as a 5.6 Billion railways system that seeks to alleviate the pressure on the road system. The current roads system of Florida is not enough to cater for the transport needs of the state. The state has riddled to increase the number of lanes that are available on the road but traffic jams even slowly don emergency response system such ambulance from reaching the destination on time(J. This kind of expansion also has its effect on the natural ecosystem where the natural wetlands and the populations are at the risk of extinction sue the increment of the housing population areas.
The schooling Florida seems to be overcrowded as per current statistics. The legislators who are seeking solutions such as offering payment to those who would wish to participate in the private school systems. His means that the public schools at a normal rate exceeded their admission capability by 20% which means over 40 students are found in one classroom. Florida does not only risk the extinction of the natural species but also the reduction of the natural ecosystem. This would result in unpredictable weather patterns would face the state. Natural disaster such as droughts and floods along with famine would be felt in the wake of the environmental changes that are experienced.
Risk such as tornadoes, hurricanes, and wildfires that have plagued the state since early years such as the 1900s. These disasters have brought upon extensive damage to the coastal towns that are majorly affected by the occurrence of the disaster (Kreye, Adams & Ober, 2018). The destruction of homes, lives and entire communities has been felt in the wakes of the hurricanes that have hit the coastal regions of Florida. This would mean extensive losses that have befallen the state and escalating cots of managing the damage.
Fires such as the bugaboo wildfire of 2007 were one of the major fire to that the state. The fire raged on from April until it stopped in June of the same year. The fire affected both the states or Georgia and Florida and it was notably the biggest fire that was ever documented in history. These would mean that the prospective damages that these events have had on the Florida economy are expenses and amount to about 50 million annually in natural disaster damages. H loos of life that has been felt in Florida over the past few decades is also shocking as are the 10,000 lives lost and over 50,000 families have been displaced in the wake of the disaster that has hit the state. This assessment if the major toll that is used to determine the type of disaster that may likely hit a community and the effect s that may be felt as per the damage the disaster inflicts on the community. One if the major systems that do the vulnerability assessment if the University of South Carolina and the BRACE program. These two bodies are set on the creation of the vulnerability assessment of the communities in America which also include Florida. Some of the other suggestions state that the rising sea levels could be disastrous if the trend continued the year 2100(Baker, 2011). The region would be plagued by storms surges, hurricane w inds, and wildfires.
Other indexes that are similar the disaster vulnerability seems are the SoVI which stands for the social vulnerability index and the MedVI which is the medical vulnerably indexing. The various impacts that continuous changes in the environment are also assessed in the vulnerability index (Kreye, Adams & Ober, 2018). Items such as power generation, infrastructures hospital, policing and the emergency service. The assessment looks at the type of change that would be experienced if any major disaster or occurrence happened in the community.
In the case of Florida, it is a major concern to how well the drainage system would be affected as it is a coastal region with a low sea level. The assessment will work to give an insight into the type of changes and the policies that should be implemented so as to prevent hazardous effects on the community in the event of a crisis (Baker, 2011). The reports of the vulnerability assessment can be published and put on display for all factions to read and conceptualize the risk and remedial actions that should be taken into consideration.
There are a few tools that have been set up in Georgia for the purposes of emergency management. The Florida ESF8 planning map is a tool that is designed to display the areas in Florida and their corresponding risks. This tool seeks to show the user the amount or kind or risk to expect in areas of Florida. This assists the person in the kind of preparation that they should make in a case pending disaster. Another example of such preparedness is the GATOR. This stands for the geospatial assessment tool for the operations and response, this team is founded under the Florida state emergency response team. The function of the GATOR is to have an awareness program or the residence of Florida and the likely risk they have. This information also lists the location of the emergency shelters and regions that are safe in the event of a new emergency (Baker, 2011). This system work alongside with SERT which stands for Florida state emergency team and also FDEM which is the Florida division of emergency management.
There is also government-owned emergency systems such as the SHELDUS, which is the spatial hazard events and database for the United States, which is the national body that is in charge of emergency response. There should be more action along with the already established plans that already in use in Florida items such as land ordnance should also be put into effect. Here the goals and the wishes of the residing community can be realized and the specific long terms goal can be set by the community (J. Tighe et al., 2014). The plan should not only involve the set plans that as sought to be achieved by the people but also the situations and the policies that should not be implemented in Florida.
The comprehensive plan will go a long way to ensure the ability of Florida to recover in the event of an emergency. The presentation of accidents such as the wildfire that can be prevented and effective repose system. The systems should involve the identification of the flood-prone areas and the likely response that should be put into place so as to have a better emergency response.
The application of the stormwater regulation will also go a long way into the preservation of the drainage systems that can be used in Florida. The liaising with neighboring states such as Texas and Georgia should be put into place so as to better coordinate emergency response activities.
The response activities should be headed not only by government but also the community should play a role in the emergency management. The community should help the government formulate are terms of change. As we have seen in Florida the actions of volunteers can also go a long way in the response systems (J. Tighe et al., 2014). The identification of the risks is important as per the high value of the Florida economy and the high number of people who reside in Florida. This number should be protected and this can be achieved through emergency management.
The systems can be effective in the maintenance of the Florida economy and the populations around it. Seeing as the kind if risks such as hurricanes that are in Florida it is thus important to have a plan in the event of an emergency.
