In 2006, Baidu dominated the search ad market as Google was gaining ground. By 2009, Google had doubled their search ads in China.

After 2010, Google chose to pulled out of China due to political/regulatory reasons not to mention censorship. By 2017, Baidu’s search engine market reached 76%.

Coupled with Chinese culture where the public was more willing to share their private data, China has been able to collect more data from the public residing in China.

It is important to note that Google still dominated the search market globally.

It is important to note that Google’s share in both USA and Europe has not changed much despite the introduction of new competitors such as Yandex. However, Baidu has been losing market share to other competitors in China.

Please note that despite the above, the Chinese population has been more willing to share more private data per person vs. the rest of the world resulting in more data collected in China per person vs. outside of China.
