The topic selected for this project was homelessness in Victoria, BC. Homelessness remains one of the major social issues that affect the public and businesses in the region, with drug abuse and other crimes falling short of the extent to which homelessness affects the social setting in Victoria. It thus makes one of the biggest challenge as far as sustainable development in Victoria is concerned, and there is the need for a permanent solution to be developed. It would be easier if the government and other stakeholders stamped out homelessness by ensuring the affordability of property among people from all classes. However, this has proven to be almost impossible as despite all the measures to provide all people with permanent homes remains futile. As more promising measures of alleviating homelessness are being plotted, there is a major concern of safety that needs to be addressed with regard to homelessness. Lacking a permanent structure that one can call a home comes with a wide range of safety challenges of both the homeless and other members of the society. In this paper, measures to promote the safety of the homeless in Victoria, as an approach to developing a foundation for a permanent solution to the problem will be discussed, mainly focusing on the movements that they are compelled to make.
OBJECTIVES
To complete the project successfully, there are specific objectives that have to be met with regard to the safety of the homeless individuals and families in Victoria. The main goal of the project is to highlight the plight of the homeless in the region with regard to their safety in all senses including health, security for their property and self, and their overall welfare. To realize this goal, four objectives will have to be realized. These objectives include;
1. Determining the safety threatsto the welfare of the homeless in Victoria.

3. To determine the benefits of addressing safety issues among the homeless
The first objective seeks to highlight the specific challenges that the homeless are faced with, and which compromise their safety in their respective residential areas of the city. These challenges might be resulting from inefficient policies, poor infrastructure, and conflicts between the homeless and other members of the society. The target in to highlight specific cases of safety threats that have been reported in Victoria, with the main indicator being the impacts such as injuries, hospital admission and other outcomes of safety compromise.
In the second objective, the target will be to establish measures that can be employed by different stakeholders in Victoria to promote the welfare of the homeless. The indicator of this objective is the practicability of these approaches as applied in other regions, or even other forms of social disorders that have affected different parts of the world. The outcome of this objective also marks the attainment of the primary goals of the project which is to promote safety for the homeless. The third objective is determining the benefits resulting from enhancing the safety of the homeless. The target will be to highlight the social, economic and even political changes that are registered upon implementing homeless safety programs. The indicators on the other hand will be minimized body injuries among the homeless, reduced rate of theft, and in the long run, the establishment of permanent residence buildings that individuals in this group can call homes.
