Humanitarian interventions are only legal under current rules if they are authorized by the UN Security Council. Subnational or non-state groups, such as ethnic groups within a state targeted with genocide or ethnic cleansing by their own government, do not enjoy a right to self-defense under the rules of jus ad bellum.

Your discussion of the Responsibility to Protect doctrine is also a bit confused. This doctrine offers an alternative way to think about interventions, but it is not binding international law and as it has been endorsed by most governments, still relies on the UN Security Council to authorize these interventions.

When discussing the challenges that humanitarian interventions pose to jus ad bellum rules, you need to say much more about the dangers of imperialism and great power conflict.

More broadly, I think you conflate throughout the paper international humanitarian law with humanitarian interventions which are two different things.

Do you provide a reasoned logic of argumentation linking your premises with your conclusions? Does your argument suffer from missing warrants? Do you acknowledge and address adequately competing explanations or arguments?

You do not clearly argue when and how humanitarian interventions should be permitted and how we should adapt jus ad bellum rules. Should these interventions be permitted in the absences of UNSC authorization? Why or why not? How do we avoid the dangers of imperialism and great power conflict?
