Important factors in determine the responsibilities of the EPA
The United States Environmental Protection Agency (EPA) is a major entity in
making sure that the state and the federal governments do step up their responsibilities
towards the environment. According to Landy, Roberts & Thomas (1994), the EPA is
influential especially because it demands to take on some of the best principles that will see
the states and federal government do integrate policies that will see the protection of the
environment which is a major improvement to the way that they do perform. It is important to
understand that EPA has broad responsibilities all regarding the protection of the
environment that in turn protects the people’s health. The main responsibility of the EPA is to
ensure that there is clean water, air and land which thus require the summoning of the state
and federal governments to enact policies that will see such doctrines to succeed. The EPA
has the mandate to also make sure that they do reduce the environmental risks and to protect
the health of the human while enforcing the policies relative to the environment within the
fair standards.
It is important to understand that the process of the formulation of the EPA strategies
involves five stages that include receiving the charge, gearing up, working up, outside review
and promulgation. The first stage is to try and get more information and research on the
upcoming issue which is vital to the way that they do function. In the stage, it will be
important to try and understand the legal authorities that will help make sure that they
integrate the right policies and also help in determining the kind of charges that they will
follow through to make sure that they get the right understanding of the issues (Hasaneen &
El-Halwagi, 2017). It is in the first stage that it is important to conduct sufficient research
even with the various authorities and other teams on the ground to assess and ascertain the

issues. The process will also require the submission of the proposals to the management to
help in sorting after the rights for ratification and documentation to follow through the
policies.
The next phase involves gearing up which implies gathering the right tools, the
resources that will help through the entire research process. The process might involve
getting the right team for the job which depends on the job and thus it can comprise of
millions of the people which then reduce the way that they can integrate, the way that they
can make it easier to improve the way they interact. It is in this stage that the EPA makes sure
that they get to understand the major players involved in the project so as to make sure that
there are no conflicting interests or how to formulate the plan of approach. The working stage
involves the breaking down of the responsibilities and assigning the different talents and
groups the responsibilities that will include the technical standards, legal authority and
standards, enforcement and regime, communication plan, process plan for some limited
entities and government action and an internal approval process (Miller, 2021). The EPA then
comes up with a progression of the draft and the timeline for the goals which makes it easier
to improve the way that they relate.
The EPA then works to create a public or a committee that will help it with the
outside review of their issues which will then help with signing off of the issue. The
organization then informs both the state and the federal governments and then provides some
duration to help in providing comments and understanding regarding the business. The
process will then follow the promulgation stage which involves the consideration of the
people’s comments and opinions regarding the issue and then making the decisions of the
video. The EPA then publishes the final regulations with the proper response to the
comments to help with the justification. The EPA has to make sure that they do induce and

expect the challenges of their propositions from the various entities that includes courts,
congress, citizen groups, companies among other groups.
Benefits and challenges of the polycentric governance for environmental challenges
The management of the resources and the environment is a complex issue and thus it
is beneficial for the incorporation of the polycentric governance to help with the division of
the responsibilities. According to Carlisle & Gruby (2017), the system of governance will
help in making sure that they integrate the proper solutions and policies relative to the issues
surrounding the business which is essential in making sure that they do increase their
performance. It is important to understand that the various institutions such as the RCRA, the
other mining companies, environment pollution NGOs, the Federal and state governments are
all liable institutions that can help with the provisions of the proper standards to help in
improving the performance of the EPA. It is important to make sure that they do collect
policies from the various institutions to make the governance of the entire environment an
easier option.
The connections of the policies across the other institutions will help in making sure
that they do manage the risks of the governance actors. Landy, Roberts & Thomas explained
that it is important to understand that there are numerous government agencies that do
function independently which help in making sure that they do come up with diverse options
and solutions increasing different ways of approaching an issue (1994). It is important to
come up with the changes that will help make sure that they do integrate into the success of
the policies. There will be the replication of numerous responsibilities across the work which
help in making sure that they do integrate their interactions which is beneficial to the way that
they do interact. The EPA benefits from this governance because it is easier to help improve
their interactions which is beneficial about their performance. The government through the

EPA has an easier position on making some difficult changes in the environment because
there is sufficient research to help with increasing their participation.
The main challenges of the polycentric challenges include the conflict of interests
among the teams involved in the decision making. For instance, the state government might
not be interested in the policy that the EPA is politicizing and the federal government is
interested, it becomes a major problem because it will be a challenge to make the positive
outcome. The parties will definitely have a major governance issue where they do conflict
which is a major problem thus making it easier to integrate their performance.
It is a major challenge because the organization will have to endure longer processes
which might be costly and a major problem to the sensitive and time-consuming projects
(Kallis & Kiparsky & Norgaard, 2009). The move is a major conflict and this is a major
problem because the issues that require solutions will take even twice or thrice the time
which is beneficial to the way that they interact. The EPA will have a major challenge to the
organization because it is influencing the way that they do relate which limits the way that
they execute their responsibilities. The EPA would have a simple time to execute their
responsibilities when they have their independence and authority to carry out their own
policies and making sure that they get to the policies within the time. For instance, an
organization might be polluting the water but because it should involve the polycentric it will
be vital to involve all the other involved and affected parties to come up with the positive
decision. The decision making is vital with sensitive deals and thus it cripples most of the
decisions that should have been solved if it is a single entity.

It is important to understand the EPA has major responsibilities within the society to
help in making sure that the environment is sufficient and within the recommended standards
that will help in making sure that they do integrate their working relationships. It is important
to make sure that there are functional processes that help in the decision-making process
which is vital to come up with conclusive decisions which are vital for their performance and
functions. It is evident that the EPA underlines some of the important processes which help in
making sure that they have to come up with a positive working frame and environment which
is vital for their responsibilities and functions within the society. The EPA has the role and
responsibilities of coming up with answers for the whole country which is vital to incur such
processes that appear time consuming but they are worth the wait because the issues affecting
the environment and the people require proper research and time to help in making sure that
they do integrate their functions.
EPAs use of the polycentric governance is a good idea especially when dealing with
environment issues that are affecting millions of the people. The organization or institution
enduring the investigation might be a major hub for opportunities and employment in the
society thus it might be concerning to come up with such principles. It is only essential and
easy to understand that they do come up with principles which are vital for their performance
and interactions in the society. The EPAs decisions should also have policies to help cap
some that might consume more time and might require immediate responses to help in
making sure that there is proper time management. The organization might be taking time to
implement some issues because it has to tolerate their sought-after type of governance which
is not essential thus it will be easier to integrate different governance models for different
activities.
