Carefully read the following Final Essay Exam instructions before proceeding.
1) Number of Required Answers : You must individually provide an original response (i.e., your own “answer”) to 4 of the 5 available final essay exam questions .
2) Points per Question : Each question is worth 25 points for a total Final Essay Exam score of 100 possible points.
3) Length for Each Answer : The length for each of your original responses (i.e., your own “answers”) should be 450-900 words, not counting repetition of the questions themselves and reference list citations. The quality of your responses -- demonstrating synthesis, analysis, and evaluation of information -- is by far the most important grading criterion. Note that Abstracts are not required and, if included, do not count towards your overall requested total of 450-900 words.
4) Instructor Cut-Off : Note that Dr. K will not read anything past the 900-word point for any of your original responses…the intent is to better ensure you provide a meaningful yet succinct and to the point original response.
5) References for Each Answer : You should provide a minimum of at least two (2) “external” references (i.e., references that are not part of the class required readings) for each original response. The quality of your in-text citations and reference list is an important part of the scoring of your essays. Place the applicable reference list at the end of each essay response, NOT all together at the end of the end of the exam. Make sure to follow the APA Style Guide in preparing your responses.
6) Due Date : Your completed final essay exam is due no later than the end of Week 12, August 11th, 11:59 p.m. Eastern. NOTE: There will be no extensions granted for submissions past this due date.

QUESTION #1 (25 points): You are the head of emergency management for the country of Vanaprastha and will take a delegation of emergency planners to the United States to study intermediate-term and long-term flood recovery. The US Department of State has arranged meetings in a variety of locations that have dealt with flood recovery: Nebraska, Missouri, South Dakota, Iowa, and Kansas (Missouri River and its tributaries in spring 2019), Texas (Hurricane Harvey in 2017), Colorado (rains in 2013), New York City and coastal New Jersey (Superstorm Sandy in 2012), Ellicott City, Maryland (flash flooding in 2016 and 2018), and New Orleans and the Gulf Coast (Hurricane Katrina in 2005).
To prepare, outline at least 7 flood recovery topics that your delegation will discuss at each stop on the trip including key activities and capabilities, along with the principles and factors that promote or impede success in those activities. For each topic, define what it entails and why it is important to communities recovering from devastating floods.

QUESTION #4 (25 points): After a series of adverse events, near misses, and one catastrophic incident, a cruise line corporation has hired you to revamp its emergency operations plans and preparations. The company’s fleet of cruise ships has experienced a series of recent incidents including the Norwalk virus spreading among passengers; small and large fires while at sea and in port; a prolonged power outage; and a major accident where a ship struck rocks, compartments flooded, and the ship partially sank.
For each of the four types of incidents, what would be the main points in a hazard-specific annex to the overall emergency operations plan? Also identify at least two National Response Framework (NRF) Emergency Support Functions (ESFs) the company needs, and the broad concept of operations for each chosen ESF.
