I recommend having gone through this that you review the course learning outcomes and structure your plan clearly and in close alignment with the intentional sequence of assignments.
First, you establish a clear purpose by indicating who you wish to target and why. This must be narrow geographically. You start with people and everything should follow from that.
Second, you establish a clear purpose through your mission and vision. This must have a Christian Sport Outreach emphasis and be specifically tailored to the people you are targeting.
Third comes the sport activities. They should align with your established purpose and fit the mission, vision and target population and serve as a platform for ministry.
The narrower the focus the better. Going back to the broad course learning objectives, the focus is on reaching people for Christ through sport. A wide range and variety of sports activities usually isn't the best way to to that both in achieving the mission and in practicality.
Fourth comes how you will use the sport activities to evangelize and grow disciples.
Logistic and organizational concerns that indicate how you execute the plan and communicate capability are peppered throughout the plan at appropriate places as good professional practice. They should be direct and specific, but are relatively minor, supporting elements.

Sandwich that between an engaging introduction and a conclusion that re-emphasis a compelling purpose and motivates readers to join or support the effort, and you'll have a stellar plan.
When reviewing your plan, keep the audience and purpose of the written plan in mind. You are writing to stakeholders and potential stakeholders to gain their support if they are like-minded. At best, you want readers to join or support your efforts. At worst, you want them to remember what is about and share it with others they know who might be interested.

Accept all changes so you have a clean, unmarked, final version of your plan.
Include a third file which is a log of the changes you made including where, what, and why.
