Here is a funky array initialization; anyone wants to take a stab at what is happening here?

int numbers[ 100 ] = { 111, 22,[18] = 42, 31, [10] = 10, 11, 12, [60] = 50, [42] = 2,8,19,16,[99]=52,51,50};

Can someone explain what is happening here?
