Introduction

The following paper is presented to identify a new position that has been created for the mid size company Gotcha, Inc. Gotcha Inc, is a company contracted by the Transportation Security Administration to provide security screening services to airports throughout the United States. A discussion of the new position is presented and a delineation of the reasons this position is required is described in detail with discussion of necessary position elements. Accompanying this paper is a basic concept map that describes the task details. Legal considerations for the creation of this position are presented and compensation ranges provided.

Program Analyst Position

This position is being created to provide options for preventing, identifying, and resolving all types of conflict among Gotcha Inc. employees at all levels. Townend, 2007 contends that conflict is a reality of our daily lives and conflict is thus inevitable in a human workplace (Townend, 2007). This position will provide a resource for all Gotcha Inc. employees to utilize in an effort to reduce workplace conflict. The Program Analyst will primarily serve as a workplace conflict management subject matter expert. In this capacity, the incumbent will serve as a neutral party for interest based conversations among employees engaged in workplace conflicts. The incumbent will collaboratively work with all levels of management to institute programs and initiatives that will build improved communication into daily practices as well as improve competence in the workforce as it pertains to interpersonal conflict resolution. In order to accomplish this, conflict management instruction will be given throughout the year providing employees with tools and techniques to use that promote interpersonal communication. The incumbent will conduct workplace analysis based on collected data utilizing qualitative and quantitative methods and provide recommendations to senior management on the options available for the workforce to raise and resolve issues at all levels of the organization to include peer to peer and hierarchal. “Direct involvement in interpersonal conflicts at work has been shown to be associated with organizational well-being outcomes such as job satisfaction, organizational commitment and turnover intentions” (Frone, 2000). By managing workplace conflict and opening the avenues of communication among the workforce it is thought that the well-being of the organization will be improved thereby leading to organizational commitment and higher retention of the workforce. The incumbent of this position will be responsible for planning and coordinating workforce development programs that aim to improve communication and reduce conflict. The purpose of reducing workplace conflict is to provide the screening workforce an environment where they can focus on the screening of passengers thereby protecting the flying public and securing the homeland.

Legal Aspects

The legal aspects of this position are no different than any other position at the company. Gotcha Inc. is an equal opportunity employer. A candidate will be selected based on experience and education level. There are no physical requirements for this position, and accommodations for any persons with disabilities will be made. Gotcha Inc. does require a pre-employment drug test and does conduct random drug testing throughout the course of employment. Corner, Cavanaugh, and Prasad (1994) concluded there is no empirical evidence that drug testing is associated with enhanced productivity or safety. However, because Gotcha Inc. is considered a government contractor, all employees are required to abide by federal drug laws. “The incumbent will have to give authorization for the release any adult criminal record revealing any convictions and forfeitures, and any criminal cases currently pending before the courts.” The individual chosen for the position, will have a criminal history records check. “Except for certain restrictions related to medical and genetic information, it's not illegal for an employer to ask questions about an applicant's or employee's background, or to require a background check” (www.eeoc.gov). “All applicant’s regardless of race, color, national origin, sex, or religion; disability; genetic information and age are required to undergo a background check.” These laws are enforced by the Equal Employment Opportunity Commission (EEOC).

Minimum Requirements

A bachelor’s degree in a social science, public administration, or a related field, plus six (6) years of demonstrated experience working in a general office, social services or research setting, including at least three (3) years of demonstrated experience using business intelligence (BI) tools, statistical/data analysis ability, advanced report-writing, workflow analysis, as well as applying business analysis techniques, skills and knowledge. Proficiency in the application and understanding of BI tools to conduct analyses, create reports and dashboards, and train non-technical users is required. The yearly salary for this position is between $75,000.00 and $125,000.00 and will be based on experience. Final salary will be determined when all education and experience requirements are verified.
