1. Please discuss the author’s concept of the “two presidencies,” from chapter ten. What are they, how have historical events shaped the development of each?
2. Please discuss sources of legislative-executive cooperation and legislative-executive
conflict as presented in chapter ten. What are the major factors in each? What is meant by “different time perspectives?”
3. What is the rulemaking process in Congress, as discussed in chapter 11? What is meant by the sentence that “executive branch officials who write the rules are lawmakers operating in a bureaucratic context?”
4. What is meant by “constitutional values under stress” as discussed in chapter 12? Be specific especially concerning events that bring the values under stress.
5. What is “advice and consent for judicial nominees?” How is this an example of separation powers involving all three branches of government? Which house(s) of Congress have this power? This was covered in chapter 12.
