From what I have learned in the Ethics class that how can I motivate my ethical principles to deal with and solve an ethical dilemma that I faced as better as I could. I learned that I have to apply the Cooper's model to reach the best solutions to deal with this dilemma and I will work on it point by point.
Perception of an ethical problem:
Being an employee in any public department means that I am responsible in general. That responsibility match and coincide with my role in an organizational setting. "The responsible administration must be able to account for their conduct to relevant others, such as supervisors, elected officials, the courts, and the citizenry, which means being able to explain and justify why specific actions they took resulted in particular consequences, and the must also be able to act in ways that are consistent with their inner convictions as professional guardians of the public good". (Cooper's textbook). From that point, I see myself responsible and I have to come up with the situations facts. The first fact is, I work for the Department of Health in California (position responsibility), second fact I received calls from local doctors about some patients who affected from the gas leak and I received an order from my supervisor to cover up the problem. From this perception, I see that there is a conflict with my own responsibility and therefore I have to act in accordance with my values and ethics to assume this responsibility.
