Topic: Energy Issue: Coal Mining Problem: Mine Safety

Coal is valued for its energy content and has been used historically to generate electricity.

The steel and the cement industries use coal as a fuel for the extraction of iron from iron ore and first cement production.

Coal mining has evolved substantially from the early days when men would manually dig tunnels to today where machines, trucks, conveyors, do most of the work that individual coal miners once did

Coal is declining as a source of energy in the United States, largely because of environmental concerns. but is still valued in other countries. China, in particular, is a major consumer of coal from the United States. Industry’s acceptance of these initiatives has been uneven. Employment, critical to regions, but is declining

Problem

For years, the industry’s efforts have been primarily reactive. Safety measures at some mines have been implemented only after an incident or after a government inspection.

Following an assessment of the overall state of mine emergency preparedness and response, the Department of Labor’s Mine Safety and Health Administration (MSHA) determined that unacceptable risks continued throughout the mining industry.

MSHA greatly expanded its inspection program, and fielded teams of inspectors around the country to routinely inspect industry. This setup a strong adversarial relationship between the government and industry, causing corrective action to be delayed and disputed.

All parties agree that the level of risk is not acceptable. However a government/industry conflict has caused progress to slow. Government practices and requirements of are seen as disruptive, irrelevant, and costly by business.
