Executive Summary
Issues facing women in the public office are in relation to lack of code of conducts and gender inequality in the public offices. It impacts the progress of women in the local leadership positions, progress in administration offices and different support for women in the community. According to research, women fail to develop and report due to lack of leadership and accountability policies in the workplaces. Women face harassment due to lack of leadership and overall performance in the community. The government and interventions have been developed to help in the overcoming these challenges. The solutions include:
· Development of internal anti-harassment programs and policies.
· Ethical training and teachings through women campaigns and empowerment programs.
· Accountability and auditing program focused on gender equality and reporting mechanisms
· Leadership empowerment of women towards productive performance.
Introduction of Sexual Harassment
In the contemporary community, women are underrepresented in the public offices and this is due to the efficacy of poor representation and inequality in the community. Men often hold and support the moral of holding major and uphold high stakes and jobs in the public community offices. This has become a common trend and this has affected the presentation of women in public offices as leaders and servants who represent the community. In the emerging communities, women are trying to voice their concerns of inequality in the public administration and leadership roles. Women are seen as the caregivers of their families and they should work hard towards ensuring their families are catered for and they should not have access to huge financial power. This has been trend which has seen a drop of women in the public administration roles and offices. Sometimes, colleagues, managers, leaders and other people of the community treat women as sexual symbols and this reduces the fight amongst sexual advances for promotions, financial support and leadership processes in the community.
Narrative
Women in the contemporary community fail to voice their concerns due to issues and ways in which the community views and considers public women in offices. They fail to meet and deliver their constant pledges due to inequality in the workplace and especially if they have male bosses and colleagues. It is also a common issue which affects and hinders a positive development and cohesion between men and women in the community. Focusing on the issues, it is important to consider the ethical issues and situations which faces women in the contemporary leadership roles and what can be done to fully empower ethical considerations in the community (Sanbonmatsu, 2010). Women in the municipals, public offices under ministries and civil organizations fail to communicate since they possess low social capital and this impacts their ability to communicate due to harassment by the community, social media and sexualizing by their male colleagues. This is the inequality and unethical standards which public leaders, community and social media users pose to development and empowerment of women in the community. Women need to be represented in this male dominated society. The focus should be on ethical teachings, developing policies and standards to protect harassment of women in the community.
Ethical Context
According to the reports by the European Union Agency for Fundamental Rights (2015), “European Union (EU) countries reveal that one in two women has experienced sexual harassment at least once. Out of these, 32% indicated a colleague, manager or customer as the perpetrator.” The same can be attributed to women trying to vying of regional and local leadership position in the community (Sanbonmatsu, 2010). Women tend to falter and loss hope of running for administration due to harassment from male counterparts in the same regional or offices. This has affected the ability of women to effectively lead and develop milestones towards an approach into social leadership positions. It is challenging aspect which affects, hinders and reduces the performance of women in the community. As reported by the European Union Agency for Fundamental Rights (2015), most pubic administrations are led by male leaders and it becomes an issue to report and develop the fundamental action against your male boss (Sanbonmatsu, 2010). Women in the administration also faces the dilemmas of better wages and promotions due to demands from their bosses for sexual favors for promotion. Women have lost their jobs and positions due to the inability to grant or accept their employers’ advances and social media harassment in the community.
Course Themes
Ethical considerations in the community provides a code of conduct and how leaders become accountable for their actions. But due to lack of codes of conduct, policies and ethical training and awareness, most public officers hinder the development of moral standards. Many have been caught on the act of embezzlement of public and office funds. This has resulted in impeachment of officers, leaders of the society and law suits. This has become a process for overcoming the deficiency in the market and community regarding social differences in the community (Spaventa, 2015). The practice has affected, hindered and reduced the changes in the society. Women face challenges in leadership, administration and social integration into the community. Some issues women face affects their ability to hold office such as community’s segregation and abuse of women in social media, lack of representation, and voicing in the male dominated fraternity. The unethical considerations have impacted the ability for an effective leadership, planning, and operational support for women in the community. The importance of ethics is in handling and developing measures to overcome the moral issues, affairs and perspectives which harm others in the social community.
Analysis, Evaluation and Critique
Due to the widespread of harassment of women in the national, local, state and even federal offices, the government and other non-governmental organizations have developed internal-anti harassment policies. This is a process for developing change and focusing on the policies to support all people in the community. It is a process to ensure the community and society has resources, responsibilities and it values the normal traditions of supporting women and protecting against corrupt leaders in the community. The value of policies will focus on the importance, effort, and how to empower women in the local and national public offices. The 21st century’s approaches of leadership is the development of positive relations which will integrate ethics and respect among individuals (Zippel, 2004). Organizations have also taken the initiative to support local and aspiring women to govern and voice any challenges they face in the community. This has accomplished respect from social media about the support and stance of women in the community. The approach has helped, developed and increased the variations in the community, supporting the overall responsibilities and values for the society. It is normal and essential to offer, develop, and increase the responsibility of the community towards supporting gender equality.
Recommendations
There is a simple approach which could help local administration offices to support women and empower them to seek equality and support for change in the community. The finality is to engage the community in developing ethical policies for supporting the code of conduct and accountability in the community. United Nations and other nongovernmental organizations have always supported the development, growth, and productivity based on values, resources and considerations on the community (Thompson, 1994). The approach has increased retention of local women leaders, it has empowered the development of local leaders and initiative for ethical considerations and gender equality amongst women in the community. Public authorities are also adopting different programs for local leadership and auditing for administration offices towards women equality and implementation of code of conducts in the offices. The focus is on developing resources focusing on the creative performance, respect and improving the cultural integration of women in the society.

In conclusion, women in the contemporary community fail to make any progress in the public administration posts due to harassment. Harassment has been a sign of gender inequality in the workforce and misrepresentation of women in the community. There is the need for developing ethical and accountability programs to help women in the community to aspire for leading positions. It is a challenge such as hindering productive performance and focusing on change which has affected the development, foundation and processing change for women in the community. There is also the nature, role, responsibility and overall consideration to influence, develop, and support overall consideration for value through ethical considerations.
