Be careful to state that "plagiarism ... encourages laziness and lack of effort over time" without citing evidence that supports this claim. You must cite a study that gives proof of this claim otherwise without the proof, you have to omit this claim.
I think your suggestions for penalties are good and they seem to be fashioned to hold all parties accountable in schools, but you need to offer proof that your suggestions would work in reducing plagiarism and the impact of plagiarism.
You did an excellent job with your Works Cited page. There is a strange #2 on the top left that needs to me omitted, but everything else looks good.
