Topic: Select a nation that has made the transition from a command socialist economy to a
market-oriented capitalist economy.
Use Morris Bornstein’s nine criteria to measure the relative performance of economic
systems to evaluate, analyze and appraise the performance of this economy. (Use as
many of the listed criteria as possible – use readily available data such as: real per capita
output, growth rate of output, composition of output, unemployment, macroeconomic
stability, economic security, equity of income & wealth distribution, degree of freedom,
etc.).
Describe the events that led to the disintegration of the command economy and discuss
how this nation approached systemic change.
Also use the indicators in Table 1.1 and 1.2 in Rosser & Rosser, as well as the Gini
Index, Human Development Index, the Economic Freedom Index, and any other relevant
indicators you feel are important.
Explain how the role of government before, during and after the transition, contributed to
the success or failure of this economy. Also discuss the country’s political structure
during the transition process. Did the economy adopt a more democratic political system
or a hierarchical political structure prevalent in most communist countries?
Discuss specific government policies regarding military expenditures, healthcare, the
environment, foreign trade and investment, nationalization and privatization of industry,
stabilization, price liberalization, and the creation of market institutions.
Finally, discuss your recommendations on how you would have approached the
transition.
I recommend that you select one of the former socialist economics that have transitioned
to a market economy.
Examples include:
(1) The countries of Central and Eastern Europe such as Poland, the Czech Republic, Slovakia, Slovenia, Hungary, Bulgaria, and Romania.
(2) The former socialist republics of the Soviet Union such as Russia, Lithuania, Latvia, Estonia, Ukraine, Kazakhstan, Uzbekistan.
(3) China and Vietnam
Suggestion: Be as innovative as you can in addressing your topic.
Length: 8-10 pages (not including tables, graphs, and charts. Include these in an appendix)

• Data: Analysis of data used
• Discussion: General discussion of topic and questions addressed in the paper.
• Conclusions: Final observations and conclusions on your selected country.
Format: Use APA Style in a Word document via Turnitin. No Google docs, no Apple ‘pages.
Citations: Cite all quotations and paraphrases. Do not use too many quotations in your paper.
