(3 marks) On page 54, the paper reports that “People who respond to the open-ended question tend to have a lower possibility of having any WTP than people who enter the bidding game questions.” Based on what you read in the article and learned in class, why do you think this is the case? (50 words or less, 30 or less preferred). [Hint: ‘Not having any WTP’ means answering that their WTP is zero.]

1. [Analysis and Theory] [Group Discussion Question] The United States recently decided to set very high import tariffs on Canadian softwood lumber. As reported by the BBC,

“The US has claimed for decades that Canada is unfairly subsidising its lumber industry by charging minimal fees to log public lands.”

That is, the US feels that Canada is ‘cheating’ in the international lumber trade by charging too little to private firms who chop down trees on government land.

Canada disagrees with this statement.

(15 marks) Using what you have learned in ECON 416, explain how contingent valuation WTP methods could be used to help resolve the disagreement between Canada and the US. Also, briefly describe which survey method you would use for the valuation and why (e.g. ‘payment cards, because…’). (250 words or less, but if you can answer this in 10 words, that’s fine!)
