M E M O R A N D U M To: Water and Sanitation Department From: Mayor of Kelsey and City Council Re: City of Kelsey Drinking Water, Wastewater, and Water Conservation Presentation The City Council recognizes the need to plan for the future with respect to providing an adequate supply of safe drinking water to the community and treating its wastewater to protect health and the environment. Given projected population growth and the importance of water resources to drawing business investment to Kelsey, the plan needs to include water conservation and reuse considerations.

Next month, your Department will be tasked with presenting a Drinking Water, Wastewater, and Water Conservation Plan to the city council. In preparation for this presentation, your team will prepare the following reports.

The Distribution System and Drinking Water Treatment Report

Outline the anticipated approach the city will take to fully utilizing its water resources portfolio. The plan will specify the treatment technologies needed for each major water source as well as infrastructure and operational needs for the water distribution network.

The Wastewater Treatment Technology Report

Address needed upgrades to the city’s wastewater treatment plan to accommodate new industries moving into the area. The report will include advanced wastewater treatment, and treatment residuals handling.

Water Conservation and Reuse Report

Outline mandatory and voluntary conservation techniques that the city should deploy to preserve it water supplies for the future. The report will consider water reuse and sustainability.

Background Information

As you may be aware, forty years ago an industrial giant dumped over 100,000 pounds of pcb’s into the upper Kelsey River resulting in the closing of several fisheries and declining species populations including the striped bass and American eel. Although several treatments have helped clean the water supply over the past forty years, there continues to be several challenges the plant faces.

The sewage system is beginning to fail, resulting in the continual discharge of raw or untreated sewage into the Kelsey River. At this rate of contamination, the river will no longer be able to be used for recreational activities which will directly effect the state tourist population resulting in lost revenue.
