As a city manager I would implement the the policy for building the Residential Care Facility. I believe that that no matter the age or the condition, that all citizens have rights. The only way I would not implement this policy would be due to safety issues. As a city manager it would be my responsibility to make sure that everyone is treated fairly. The Residential Care Facility are for senior citizens age 60 and older. Not all senior citizen is fortunate enough to have family members to help take care of them so care facilities may be useful for them. These facilities services are designed to meet the individual needs of those requiring help with activities of daily living, but do not need the skilled medical care provided in a nursing home (Covenant Care, 2018). Of course, by implementing this policy there will be several individuals within the community that would not agree with the decision. With the help of public administrators, it would be my hope that the citizens would understand that it is unfair to discriminate against anyone due to their age and health.
