“Without effective leadership and Good Governance at all levels in private, public and civil organizations, it is arguably virtually impossible to achieve and to sustain effective administration, to achieve goals, to sustain quality and deliver first-rate services. The increasing complexities and requirements arising from the constant change in society, coupled with the constant push for higher levels of productivity, require effective and ethical leadership. Good governance and effective-ethical leadership are the essential requirements for an organization to be considered successful in the eyes of all stakeholders in the 21st century(Legas,2018).” I have always been a fan that with good leadership you are able to lead your people in the right direction. When you are not lead in the right direction then that’s when the business falls apart and you have no control of your employees and that is not great for business at all.

Effective leadership is crucial at all levels - whether public, private or civil enterprise – and most especially when implementing policies. Since policies are influenced by the contexts in which they are developed, effective leadership is key. Leaders should be able to communicate a new policy’s rationale and mechanism, and champion the policy to ensure successful implementation – which requires coordination and cooperation (Mthethwa, 2012).
Ideally, formulation and implementation is the responsibility of the leadership of the organization. Leaders need to be able to identify departments that will be affected by new policy implementation and to be able to explain why the implementation is necessary. Leadership also should help the employees understand how the organization will benefit from the new policy implementation. Ultimately, the leadership of the organization is responsible for the overall success of the new policy.

Gibson (2016) said and I quote: “Probably the most complex challenge in health systems is to nurture persons who can develop the strategic vision, technical knowledge, political skills, and ethical orientation to lead the complex processes of policy formulation and implementation. Without leaders, even the best designed systems will fail.” Implementation of policy required good leadership. Public leadership is a challenging task. Leadership not only initiates actions within their own organizations but among stakeholders with different interests and often time conflicted ones. (Bovaird & Loeffler, 2016) Good leadership is outcome oriented, always looking for results and willing to seek evidence. It is persistent, do not walk away from conflict and stay engaged till the outcome is achieved. Effective leadership provides directions for the organization, deliver results, build capacity for the organization to address current and future challenges and acting with integrity. Policies are not useful if implementation is not effective, that’s why leadership is vital to successfully achieve the goals of a policy.
