Abstract
The program is about helping domestic violence victims get back to their normal lives. Domestic violence is a serious issue that has left many women and children homeless and depressed. Besides, these victims have developed low self-esteem, and that has made some of them commit suicide. The program is meant to offer the victims counseling services and assist them in starting their lives again. They will be offered material support like houses and cash to start businesses. The program will also be evaluated frequently to see if it has a positive impact.

Needs Analysis for Proposed Evaluation of Domestic Violence Program
Introduction
The program is about helping domestic violence victims get back to their mental stability. Besides, these victims are helped to have a source of living. Various stakeholders and well-wishers are interested in assisting domestic violence victims in starting businesses or helping them get jobs. Thus, they will have their own money that they will use to live a better life. Children and women are the ones who are affected by domestic violence greatly (Bartels, 2012). It makes them lose their self-esteem and drift into depression. In the process, some have committed suicide, which is a significant loss to the family and society.
There is a need to evaluate the program to see if there is good progress or not. If there is an increase in the happiness of the victims of domestic violence, that is a sign of good progress. Besides, reduction in stress levels and mental stability are indicators of positive progress. One can determine if the victims are doing well or not by striking a conversation with them (Stanley et al., 2013). If they look eager to talk and can flow with the conversation, they are healing. Besides, the ones who have been homeless should have somewhere to stay, showing improvement in their lives.
My design for evaluating the program is by interviewing the domestic violence victims. I will ask them various questions one at a time and note their answers. There will be open-ended questions so that they can give as much information about themselves. The way the victims will be talking will tell whether they are experiencing mental stability or not. If they look happy and composed, it means that they are coming back to their normal lives. Despite what has happened to them, these victims have the will to resume normalcy and chase their dreams. No one wants their life to become worse unless the situation becomes uncontrollable.
I will implement the program by having all the right people do their work. The counselors will start counseling the victims. They will listen to them and help them identify and resolve ambivalence. Besides, they will encourage them and help them find solutions to their problems. Another thing is that I will reach out to the government, stakeholders, and well-wishers to support the victims. For example, by offering to house to them and helping them get a source of income.
Data Collection and Analysis
Important and Relevant Data to Collect for the Evaluation
The relevant and essential data to collect for the evaluation is data about what led to violence in each person’s case and what they did about it. Data will also be collected about the victims’ knowledge of domestic violence. Some victims might not be aware about domestic violence and how to respond to such cases. It is high time that people get educated on how to respond once they experience violence. There will also be the collection of data on what the victims think needs to be done to get helped. It is this data that will make it possible to make the necessary decisions. It becomes possible to come up with the best measures to help the victims. These victims have children and relatives who love them; thus, they would like to see them recover from their situations and start life afresh. Furthermore, these victims work in various sectors, and therefore, they play a part in national development.
The best Sources of Data Collection
The best sources of data collection include the victims themselves. They are e the ones who know the type of situations they have gone through and thus can answer the questions better. They will be asked about the various acts that were done to them by their assaulters. Besides, they will be asked about what they did once that occurred. Another thing will be asking them what they think should be done to help domestic violence victims. Those who have never experienced domestic violence also need to be asked questions to say if they are aware of domestic violence. They will also be asked about what they think should be the response of a domestic violence victim.
Techniques for Data Sampling and Collection
Data sampling will be done through systematic sampling where only those who have undergone domestic violence will be asked to give data. The data will be collected using questionnaires, where the method will be a survey.
Data Analysis
Data will be cleaned and entered into SPSS software for analysis. Analysis of the various variables will yield results that will be used in decision making.
Implementation Plan
Processes of collaborating with others to complete the necessary evaluation and Research
There will be a complete collaboration among all the stakeholders. They will be updated on the progress so that they can help make the necessary changes. The opinion of various stakeholders will be listened to, making them feel part and parcel of the process.
Applying Principles of Group dynamics to plan the management of implementation
In the implementation, the principles of group dynamics will be applied. The various group members will be allowed to be flexible and adjust according to their needs.
Standards and Criteria
The best standards and practices for evaluating the program will include talking with the victims and doing observation. Speaking with the victims will make it possible to see if they are changing their perception of life. Moreover, observing their behavior will help determine the program's effectiveness or how they are responding to the interventions. These standards are superior since they will help obtain first-hand information.
Conclusion
The proposal is about implementing a program that will help domestic violence victims. These are people who have undergone abuse in their families, and that has left them in a state of low self-esteem. Besides, some of them are depressed, and all of them are not mentally stable. Most of these victims are women and children, and they need both emotional and material support. Helping these people will transform their lives significantly and bring a change in society. Society functions better when people are happy.

Appendix: Needs Analysis
Costs and Benefits of Proposed Program Evaluation
The costs will be less as compared to the benefits. Thus, it means that the program will be beneficial, which led to its implementation. The benefits of the program include helping the victims regain their mental stability and self-esteem. Besides, they will be helped to start over again in life. For example, through being offered jobs or money to start businesses. Society will also become stable, and that will lead to happiness. The program's costs include money that will facilitate the program, and it will be worth it.
Program Outline
1. Counseling the victims on their various situations
2. Encouraging the victims so that they can have hope.
3. Allowing stakeholders and other well-wishers to talk to the victims. They will tell them the kind of support to offer them and also give them some encouragement.
4. Offering houses and other financial support to the victims.
5. Evaluation of the program
Program Procedures
All the steps in the outline will be followed one at a time. Some will be mandated to conduct each step as required. Counselors will use the standard procedures to do counseling and adequately encourage them. Stakeholders will be kind and polite when talking to them. Finally, the victims will be helped in the best way possible.
Proposed Program Evaluation Overview
The program will be evaluated by talking with the victims to see how they adapt to normal life. The way they are talking and seeing life will tell a lot regarding the success of the program. If most of them will have found employment or started a business, which will be an indicator of good progress.
Cost- Benefits Analysis
The costs of the program are expected to be less than the benefits. The benefits will be more since they will include helping the change to change mentally. Besides, these victims will regain a positive attitude towards life and start their lives afresh.
Ethical Considerations
The ethical considerations will include asking the victims questions in a professional and dignified way; the counselors are expected to carry themselves with decorum to avoid hurting the victims in the process of helping them. Additionally, they should keep their information private and confidential. No one wants to share their personal information and then find out that everybody knows about it. Another thing is that we shall obtain permission from the authorities to carry out the program. For example, the local authorities. Following the necessary ethics is necessary since it shows that results obtained can be trusted. Results obtained through the wrong process cannot be relied upon to make the right decisions.
