Civic Engagement Assignment #2

Policy and Solutions

For this final civic engagement assignment, you will need to design a policy to address your

problem from assignment #1.

POLICY PROPOSAL

For this part of the assignment you will be making a policy proposal. A policy proposal is where

you identify a problem that you believe needs to be fixed (which you have done in the first

assignment) and then laying out your ideas for what needs to be done to fix the problem. You

will need to come up with AT LEAST four different steps or actions that you believe should be

taken to address your problem. Furthermore, after each action you will need to provide a

justification for why you think that action would be effective. Additionally, you will need to

identify a person within our government that you would want to talk with about this problem

AND think of some interest groups/non-profits that you might want to ally with to address this

problem. You will need to follow the template that is attached.

*** You should consider doing some research for this paper. You should include some research

to support your reasons for why you think certain solutions would help your problem (including

citations will definitely help your grade on this assignment). Those of you that purchased the

recommended textbook America, The Owner’s Manual you should use the book as it does have

some good suggestions (the book is not required to do the assignment). You should do some

research to identify the person and groups you would want to talk to/work with.

This should be typed out (12 point Times New Roman font, 1 inch margins) and printed out.

The due date is listed on Moodle. You must include a bibliography page for any sources you

used. You must use in-text citations for your sources. You may use MLA or APA citations and

please consult the Purdue OWL website at: https://owl.english.purdue.edu/owl/ for more

information on citations. Lastly, please put your name, class date, class time, etc. on a separate

title page and not on the first page of the actual text. Your paper should start at the top of the

page after the title page.

Policy proposal template

Title: An Act to… [This is where you will briefly state the goal or purpose of your bill; meaning

what is the ultimate goal you want to achieve]

Purpose: [In one paragraph, please provide a summary of what your policy is going to do. This

should probably be written AFTER the policy is drafted.]

Sections One-Four: [Sections one, two, three, and four should have the four changes/solutions

you would like to see to fix your problem. Be as specific as possible regarding your changes.

After each solution include a rationale for WHY this solution would be work and would be

effective. These rationales should be 3-4 sentences long.]

Section Five: [Where would this policy be enacted; meaning, is this a local law, a state law, or a

federal law? Explain why. Subsequently, identify an actual person in that level of government

that you would hypothetically contact to discuss your problem and your proposed solutions to the

problem. Be sure to explain why this person or persons would be someone who might be in a

position to help your cause.]

Section Six: [Consider how you would build a coalition/team. Which organizations, interest

groups, non-profits, or corporations would you want to ally with? Meaning, which groups of

people out there would share in your concern for your particular problem? There have likely

been previous attempts to address your topic, so these people or organizations would be likely

allies of yours. You should make sure to explain why these organizations would be a part of

your coalition. This section should be AT LEAST 1/2 page long.
